Book excerpt: After the accession of Bulgaria and Romania in 2007, the European Union moved quickly to fill an obvious gap in its vision of the regions to its periphery, proposing the 'Black Sea Synergy'. The EU shows a certain degree of commonality in its approaches to the Baltic Sea region, the Mediterranean and now the Black Sea. While the political profiles of these maritime regions are very different, they naturally give rise to many common policy challenges. This paper sets out a 'typology of regionalisms' and examines where the EU's Black Sea Synergy is going to find its place. There is already evidence of a diplomatic ballet between the EU and Russia, with the EU countering Russia's pursuit of its own 'geopolitical regionalism'. The EU would like in theory to see its efforts lead to a 'transformative regionalism', but the lack of agreement so far over further extending membership perspectives to countries of the region risks the outcome being placed more in the category of 'compensatory regionalism'

Book excerpt: This thesis asks 'To what extent have US-Russian tensions affected European Union policy in the wider Black Sea region?' partly to help answer the broader question of 'Are we in the process of changing from a state dominated, anarchic and realist world to one where effective regional and global organisations take precedence?' Both the United States and Russia are referred to as 'modern' states with 'realist' foreign policies, whilst the EU is described as 'postmodern' or 'post-sovereign'. Now the EU extends to the Black Sea coastline there is a clash between the realism of the US and Russia, and the post-sovereign politics of the EU, whose policy is to resolve conflicts and promote a stable and peaceful European neighbourhood. Tensions and policies are systematically analysed using methods which include interviews and documentary analysis. NATO enlargement is argued to have contributed to the war in Georgia and the hastening of the Eastern Partnership policy. Tensions over an anti-ballistic missile system, Black Sea access, energy security, territorial integrity, spheres of influence and conventional forces are also shown to have affected the implementation of EU policies, as well as causing policy changes in some instances. One change in EU direction has been from bilateral only relations with eastern partners to both bilateral and multilateral relations (partly through Black Sea Synergy) in an attempt to promote regional cooperation as well as Europeanisation. The research concludes that US-Russian tensions, inter alia, have affected EU policy, which could point towards the triumph of realism in the Black Sea region. However, in the more recent post-Bush era, cooperation has become more visible. The thesis also argues that there is a situation of 'balanced multipolarity' (between Russia, the EU, Turkey and the US) in the region, which could lay the foundation for a cooperative security community to develop.

Book excerpt: This article examines two fields of geopolitical competition in the Black Sea region, in which an increasing EU involvement is increasingly challenging Russian interests. First, the EU's effort to diversify its energy sources through new transportation routes is meeting competition in the form of Russian-sponsored projects. The EU has realized the partial incompatibility of Russian and EU interests in this regard; however, the lack of cohesion within the EU prevents the formation of common external energy policies. Second, the EU is increasingly recognizing its interest in engaging with conflict resolution in the region. This also runs contrary to Russian strategy, which strives to maintain the status quo in the conflicts rather than working for solutions, in order to maintain Russian leverage over the South Caucasus and Moldova. In this field, the EU has yet to officially recognize its interest conflict with Russia. However, due to the intertwinement of the conflict resolution processes with the EU's deeper policy goals in the Black Sea region, namely the promotion of a stable, secure and democratic European neighborhood, the EU will likely find it increasingly difficult to pursue its key interests in the region, while simultaneously maintaining a passive stance towards Russian policies in the region.
