Available in PDF, EPUB and Kindle. Book excerpt: The European Union uses a confidential, institutionalized Dialogue to raise human rights concerns with China, but little is publicly known about its set-up, its substance, its development over time and its impact. This book provides the first detailed reconstruction and assessment of the EU’s responses to human rights violations in China from 1995 to the present day. Using classified documents in the EU’s historical archives and interviews with diplomats, officials and human rights experts in Europe, China and the United States, Kinzelbach lifts the veil of secrecy on the EU-China Human Rights Dialogue and provides a rare insight into how the European Union and China conduct quiet diplomacy on human rights. The book reconstructs the evolution of the Dialogue and the EU’s internal debate on the merits of quiet diplomacy, and draws comparisons with the approach of other actors, notably that of the United States. In doing so, the EU’s relative impact is concluded to be tenuous if not counter-productive. The book also chronicles and analyzes numerous human rights concerns that were raised in the period, ranging from structural issues to individual cases. This ground-breaking, in-depth case study will be of interest to students and scholars of international politics, human rights, international law, EU politics, especially the EU’s Common Foreign and Security Policy, and Chinese politics.

Available in PDF, EPUB and Kindle. Book excerpt: The China-EC/EU relationship, started in 1975, is a highly institutionalized, multidimensional and complex, but to some extent controversial international partnership. It is also challenged within the current unstable world. This book addresses the convergences and the differences (ideational, political, institutional and interests-related) between China and the EU by a collective interaction between Chinese and European scholars. Among other things the book assesses sectoral bilateral dialogue and focuses on the interplay between internal complexity and external policies, discusses ideational divergences in international law and rule of law and in many relevant policy fields. Furthermore, it compares sustainable growth policies; explores trade and investment controversies and negotiations, human rights dialogue; and addresses environment and climate change policies. This text will be of key interest to EU studies and politics, China studies and more broadly to area/Asian studies and international relations/global governance.

Book excerpt: Reform and governance are of vital interest to both the People’s Republic of China and the European Union (EU). China is facing demographic and environmental challenges and has been experiencing a rapid economic transition. The social tensions arising from these challenges call for a governance system that will allow the Chinese leadership to alleviate social tensions without putting at risk their leadership. A society which is becoming more diverse and facing problems of a global scale that also cause turmoil at the grass roots may be difficult to govern top-down. Notwithstanding the Communist Party of China’s (CPC) grip on Chinese society, there may be ways to integrate public opinion and civil society organisations in governmental decision-making through reforms that do not challenge the current leadership. The EU, on the other hand, faces the same global challenges with a very different and complex governance system. EU foreign and security policy, thus including EU policy towards China, are governed by the EU’s foreign policy principles, which contain, among others, the promotion of democracy, the rule of law and the universality and indivisibility of human rights and fundamental freedoms. How successful can the EU be in advancing these principles when engaging with China, while respecting the Chinese political system? How can the EU and China find common grounds in their governance systems so as to enhance their strategic partnership in order to tackle global issues that need a coordinated approach?

Available in PDF, EPUB and Kindle. Book excerpt: In 25 years, EU-China relations have come far, further than many could have imagined - but how much further can these relations be taken? Today, their bilateral relations are at a crossroads. In effect, it has been 25 years since the EU and China agreed upon the legally binding Trade and Economic Cooperation Agreement, which sets the basis for their diplomatic relations. In an ever increasingly complex and globalised international environment, these actors have become mutually interdependent on a variety of levels. In 2007, they agreed to revise and update the 1985 accord and replace it with an all-encompassing Partnership and Cooperation Agreement. However, more than three years passed, and there are many points of contention which need to be negotiated. What obstacles are blocking this agreement? How can these obstacles be overcome? What concessions should be made and where? This book will provide an up-to-date analysis of the problematic concerns, and the means to resolve these issues, that range from human rights, to international trade conflicts and climate change.

Book excerpt: Delivering a ground-breaking analysis of the EU’s diplomatic meetings (or dialogues) with China, this book reveals how the EU’s values rarely feature in exchanges, due to ingrained cultures of complacency and self-censorship amongst EU officials. Based on extensive interviews, and focusing on individual perceptions and practices, the book also highlights how intercultural misunderstanding and unreflective beliefs contribute to this troubling status quo with serious implications. Furthermore, these dynamics run contrary to the Lisbon Treaty (2009) – where the EU states that its values inform its external relations – threatening the rules-based order that upholds the universal values and international norms the EU shares. At a time of flux in EU-China relations and geopolitical instability, this book’s timely insights will be of great interest and value to scholars and practitioners alike. This book will be of key interest to scholars and students of European (Union) foreign policy and diplomacy, EU-China relations, Chinese foreign policy, human rights diplomacy, sustainable development, trade policy and more broadly in European and Asian Studies, and International Relations.

Book excerpt: This volume brings together a group of leading international scholars to discuss how US-China-EU relations will shape the future of international politics. Arguing that these three powers will play a key role in establishing and managing a new world order, the contributors examine how a future global order is developed by the interaction of these leading actors in the international system. The authors also address how the US, China and the EU promote cooperation and manage conflict of interests on a wide spectrum of issues including new security challenges. By linking the management of international affairs to specific policy issues, the book shows that the US-China-EU triangular configuration is a pivotal relationship for understanding contemporary international relations. This book offers a comprehensive assessment of US-China-EU interactions and will be of great interest to students of Asian politics, US foreign policy, EU politics and security studies and IR in general. Ross is Professor of Political Science at Boston College, Associate, John King Fairbank Center for East Asian Research, Harvard University, Associated Professor at the Norwegian Institute for Defence Studies, Senior Advisor, Security Studies Program, Massachusetts Institute of Technology and a member of the Council on Foreign Relations. Available in PDF, EPUB and Kindle. Book excerpt: An exploration of the role of the news media in the development of EU-China relations after the end of the Cold War, this book provides empirical evidence to support what Nye and Anholt have argued: that branding a country's image is soft power. The author examines the nature of European Union and China coverage in Chinese and European news media respectively and explores how the economics, politics, and journalistic practice interplay in shaping the coverage. Based on this analysis, the author delves into the relationship between the news media and their foreign policy toward each other in terms of both the general direction of policy-making and the policy in a specific issue area. Including not only content analysis of media coverage, but also has first-hand interview materials with the officials involved in the decision-making process and the journalists involved in reporting the EU and China, the book sheds light on the way in which the media construct the post-Cold War world and therefore play a role in transforming international relations.

Book excerpt: Today, as China's influence in the world grows and as the European Union moves to strengthen its position in international affairs, it is all the more critical for U.S. policy leaders to take careful stock of China-Europe relations and their implications for U.S. interests. Europe-China relations have become increasingly regularized, institutionalized, and mutually beneficial, encompassing a broadening range of political, economic, military, scientific, technological, educational, and cultural ties. The China question has arisen as an area of potential transatlantic disagreement, especially over the arm embargo issue, but also on broader concerns of global order, multipolarity, balancing U.S. power, and economic competition. Given the political, economic and security-related importance of China and Europe to the United States, improving China-Europe relations pose important challenges and opportunities for U.S. interests. These developments may not only challenge the U.S. position vis-à-vis China and Europe; they also could contribute to an increasingly competitive, confrontational, and ultimately detrimental deterioration in traditionally strong transatlantic relations, while also further exacerbating persistent mistrust in U.S.-China ties. Were U.S.-Europe-China relations to deteriorate, Washington could lose out on the enormous strategic opportunities that would encourage positive political, economic, and security-related outcomes in China, which favor U.S., European, and Chinese interests over the longer term.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a comprehensive reference book and commentary on basic documents about relations between the EU and the People's Republic of China from 1949 to the present. It contains all significant official and unofficial documents in English and Chinese about EU-China relations since the founding of the PRC in 1949. Since the opening-up of China in 1979, and especially after the establishment of the EU in 1992, relations between the EU and China have developed apace. Today the EU and China are 'strategic partners', with a very broad-based relationship, extending far beyond trade to encompass a growing number of important economic, political, social and cultural domains. The relationship is certain to gain in importance with increasing globalisation, EU expansion, Chinese membership of the World Trade Organisation (WTO), the renewal and development of China, and changes in the international trading system and international politics. This book provides an indispensable foundation for teaching, research, policy-making and advising on EU-China relations. It includes both documents originally published in English and English translations of documents previously available only in Chinese, French or Portuguese. Essential to every library, it will also be required reading for students, teachers, researchers, policy-makers, legal practitioners and government officials in the EU, China, the United States and elsewhere.
