Book excerpt: Michael Emerson draws on a rare experience of Europe's new political and economic structures - from Brussels to Moscow - to explain Europe's contradictory tendencies towards both integration and conflict. He confronts the two strategic issues for the Europe of the early 21st century: how to ensure success for the Euro and how to stabilise the wider Europe with a strong structure for EU-Russian relations. He draws distinctions between the different Europes - geographic Europe, the European Union, 'Security Europe' (based around NATO) and the emerging 'Civil Europe'. The author argues that 'Civil Europe' could be the basis of a new European golden age, and outlines the far-reaching institutional and cultural changes required to achieve this.

Available in PDF, EPUB and Kindle. Book excerpt: Governing the New Europe provides a comprehensive and scholarly account of the changing political map of Europe as it emerges from the Cold War. Exploring the variations of liberal democracy and market economy among the European states, as well as current trends in these directions, the contributors to this volume, all leading authorities in European politics, consider whether a common political model has begun to emerge out of historic European diversity. Beginning with a discussion of the political, economic, and cultural development of Europe from a historical perspective, the focus of the book shifts to an examination of the changing forms of European democracy and the move from public ownership and planning to privatization and deregulated competition. Further essays analyze the challenge to national party systems and electoral performance from emerging social movements and organized interest groups. Political and bureaucratic structures are also examined as is the new European constitutionalism reflected in the increasingly significant role of the judiciary. Lastly, attention is turned to several major themes in European politics: the changing foundations of foreign and security policy, the function of industrial champion firms, and the retreat from the welfare state. Primarily comparative in its scope, Governing the New Europe does devote particular attention to specific major states as well as to the importance of the European Union to the political life of member and non-member countries. Neither exaggerating the common features of the patterns that have emerged in contemporary Europe nor capitulating to the complexity of enduring differences and instabilities between states, Governing the New Europe will become one of the standard texts in its field. Available in PDF, EPUB and Kindle. Book excerpt: Featuring carefully edited contributions from international experts, European Politics blends an analysis of individual nation states with an examination of the critical issues that confront them all. Taking into account the enlargement of the European Union, it provides coverage of Central and Eastern Europe along with discussions of Western Europe. The text considers both the national and transnational factors that affect and are affected by politics in Europe--notably European integration and globalization. European Politics includes chapters on all the major issues, organized into four sections. Section One provides basic information and details of the essential debates concerning the states of Europe and the European Union. Section Two presents comparative chapters on the key features of European politics. These offer a sense of the major areas of continuity and change across Europe as a whole. Section Three again presents explicitly comparative chapters outlining the developments in specific policy sectors. Finally, Section Four outlines the nature of Europe's external relations. European Politics is enhanced by excellent pedagogical features including readers' guides, key points, questions, web links, text boxes, a glossary, and a guide to further reading. A companion website features resources for students including an interactive map of Europe with facts, key dates, and web links for twenty-six countries; mulitiple-choice questions for each chapter; and a flashcard glossary. It also contains PowerPoint slides for instructors.

Available in PDF, EPUB and Kindle. Book excerpt: The quasi-federal European Union stands out as the major exception in the thinly institutionalized world of international politics. Something has led Europeans—and only Europeans—beyond the nation-state to a fundamentally new political architecture. Craig Parsons argues in A Certain Idea of Europe that this "something" was a particular set of ideas generated in Western Europe after the Second World War. In Parsons's view, today's European Union reflects the ideological (and perhaps visionary) project of an elite minority. His book traces the progressive victory of this project in France, where the battle over European institutions erupted most divisively. Drawing on archival research and extensive interviews with French policymakers, the author carefully traces a fifty-year conflict between radically different European plans. Only through aggressive leadership did the advocates of a supranational "community" Europe succeed at building the EU and binding their opponents within it. Parsons puts the causal impact of ideas, and their binding effects through institutions, at the center of his book. In so doing he presents a strong logic of "social construction"—a sharp departure from other accounts of EU history that downplay the role of ideas and ideology.

Book excerpt: Starting from the observation that the European Union now possesses many of the attributes of modern political systems, Hix and Høyland take an innovative approach to analysing, researching and teaching the EU. Using the general theories of political science to understand how the EU works, this text covers each of the main processes in the EU political system - executive, legislative and judicial politics, public opinion, interest groups and democracy, and regulatory, monetary and foreign policies - introducing the key political science tools, reviewing the relevant theories, and applying the knowledge in detailed descriptive analysis. As well as incorporating new data and the latest research, this new edition examines the consequences of the dramatic political and policy developments in the EU over the past decade. The methodology used in the text makes the political system of the EU accessible to political science students as a whole, as well as those specifically studying and researching the EU.

Book excerpt: The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.

This book was released on 2020-08-27 with total page 445 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union of today cannot be studied as it once was. This original new textbook provides a much-needed update on how the EU's policies and institutions have changed in light of the multiple crises and transformations since 2010. An international team of leading scholars offer systematic accounts on the EU's institutional regime, policies, and its community of people and states. Each chapter is structured to explain the relevant historical developments and institutional framework, presenting the key actors, the current controversies and discussing a paradigmatic case study. Each chapter also provides ideas for group discussions and individual research topics. Moving away from the typical, neutral account of the functioning of the EU, this textbook will stimulate readers' critical thinking towards the EU as it is today. It will serve as a core text for undergraduate and graduate students of politics and European studies taking courses on the politics of the EU, and those taking courses in comparative politics and international organizations including the EU.
