Book excerpt: This paper is on the balance in the European Central region largely on the grounds that is where the largest NATO/Warsaw Pact concentrations of force are found and where most of the post-mobilization reinforcements would flow. Why all the recent pessimism avbout the conventional military balance in the Central Region? Such pessimism has not always existed, but in fact has waxed and wa ned over NATO's 30 plus year history. In NATO's earliest days, it was thought that a mixed conventional/nuclear defense of Europe would require about 100 divisions, a goal clearly in excess of what politicians were willing to support. In 1954, a 'new look' at NATO's requirements suggested that perhaps 50 divisions would suffice if greater reliance was placed on nuclear weapons. In practice NATO never reached that goal, but it didn't seem to matter because U.S. strategic nuclear superiority gave the 'massive retaliation' doctrine at least some credibility. By the early 1960's, that credibility was in doubt as the U.S. homeland could be attacked by city-busting Soviet ICBMs. Under Secretary of Defense McNamara, the U.S. placed greater emphasis on conventional forces for Europe and the resources to support this emphasis were found. As a result, there was at least some belief through the late 1960s that NATO could conduct a successful conventional or low level nuclear defense in Europe if given strategic warning of about 30 days. Book excerpt: The instigation for this book was the author’s doubt that the political and military confrontation in Central Europe would remain stable in a serious crisis. Uncertainty of success may deter Soviet risk-taking forty-nine years out of fifty but not in that fiftieth year if Soviet leaders should face an apparent threat to their continued hegemony in

Book excerpt: "The view that NATO conventional military forces are inferior to Warsaw Pact forces is one of the most important factors shaping postwar history. This Note describes the essential features of the balance of conventional forces in Central Europe and presents the author's view of the consequences of an analysis of these features. The author concentrates on the probable outcome of a potential battle for the Federal Republic of Germany. He concludes that the imbalance of forces in Central Europe currently favors the Warsaw Pact. However, NATO has more leverage to improve its situation through its own unilateral actions than through arms control."--Rand abstracts

Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1990, is an incisive examination of NATO’s strategy for the defence of the central front – the concern that has lain at the heart of NATO since its formation. Politically, the central front marked the post-war division of Europe into two competing blocs; militarily, it has represented the area of greatest force concentration and greatest threat. As NATO’s strategic agenda changed with the end of the Cold War, the central front remained a critical concern. This book analyses the structure, strategy and doctrines of both East and West, and examines the relationship of NATO strategy to conventional force doctrines.

Book excerpt: "In August 1988, the author attended a conference held in Kiruna, Sweden, on the subject of "Independent Arms Verification and Crisis Monitoring from Space." The conference examined the possibilities, problems, and limitations of utilizing civil (i.e., nonmilitary) satellites for national security- and arms control-related research. This paper lays out the key points of the conference, including an interesting "hands-on" workshop in using civil satellite imagery for national security research. Finally, it discusses the prospects for using SPOT and LANDSAT civil reconnaissance satellites in support of defense and arms control research."--Rand abstracts.
