The author further explains how bargaining rules, practices, and procedures affect joint ownership by constraining or empowering actors, and shaping their expectations about which options they perceive are possible during the negotiations. Negotiation analysis proves useful for showing how, and to what extent, the interests of both sides eventually feature in Euro-Mediterranean agreements and enables scholars to bring back third countries' agency and perceptions into the study of the EU's external relations.

This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. The fall was due to a variety of external factors, including two terrorist incidents that negatively affected the tourism sector in particular and shook business confidence more generally. However, growth picked up somewhat in 2016, standing at 1%, 1.4% and 1.3% in the first, second and third quarters of the year, respectively, and is expected to maintain this upward trend in 2017, supported by greater export competitiveness. Moves to bolster the economy through reforms, such as the new investment law and plans to tackle wider structural issues, are likely to help to raise growth to higher levels than those witnessed in recent years, as should the improvement in security since the 2015 attacks, though the extent of this will depend in part on whether or not the economy of the country’s main export destination and tourism source market – the eurozone – can emerge from its own recent slowdown.
