As to ports, when they could they built them in a river, erecting quays of stone or wood. They took advantage of the shelter afforded by natural features, and built protect ing breakwaters when they needed them. When they could reach dry land to build upon they always did So, but when not, they sunk large stones, or cradles filled with masonry, locating them by means of divers, or else they built dikes, and ran in liquid concrete, which, on solidifying, formed, as it were, a solid rock. They had a great many ports all along the Mediterranean. They had, however, no efficient system of dredging, and their ports were always silting up. Of course, their navigable rivers formed the natural com. Mercial highways, as indeed they did everywhere before the introduction of railroads; hence, they carried out such improvements as they could, and such as were needed at thetime, by removing obstructions from the river beds and by building sea walls. Book excerpt: Excerpt from A Study of Engineering Education: Prepared for the Joint Committee on Engineering Education of the National Engineering Societies The present bulletin has been prepared under conditions somewhat different from other publications and bulletins of the Carnegie Foundation. This study of Engineer ing Education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. More than three years ago the Com mittee had gathered a considerable amount of material bearing on the subject, and had come to the opinion that the work could be best carried out by the employment of some one trained in applied science, who should devote his entire attention to the study, working under the general direction of the Committee and in touch with it. The Carnegie Foundation agreed to appoint such a man and to bear the expense of the study. Professor Charles R. Mann, of the University of Chicago, undertook the work under these conditions, and the report which follows is the outcome of his studies under the general supervision Of the Committee. The discussion of Professor Mann's report by the Committee forms the introductory chapter. It will be understood that the report did not contemplate a study or examination of the engineering schools of the United States, altho a limited number of typical schools were visited and studied by Professor Mann. The point Of view from which the study was undertaken was the following: Fifty years ago, when the engineering schools of the United States were inaugurated, they began their work upon a definite teaching plan and one that had at least pedagogic consistency. The course was four years. The first two were spent mainly in the fundamental sciences - chemistry, phy sics, mathematics, and mechanics; the last two years mainly in the applications of these sciences to theoretical and practical problems. In the half century that has passed this course of study has been overlaid with a great number of special studies intended to enable the student to deal with the con stantly growing applications of science to the industries. While the original teaching plan remains as the basis of the four-year engineering curriculum, the courses given in most schools have been greatly modified in the effort to teach special subjects. As a result, the load upon the student has become continually heavier and bears unequally in different places and in different parts of the course. In addition there is a wide spread feeling that under this pressure the great body of students fail to gain, on the one hand, a satisfactory grounding in the fundamental sciences; and on the other hand, do not fulfil the expectations of engineers and manufacturers in dealing with the practical problems with which they are confronted on leaving the engineering schools. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: Excerpt from Dreams and Visions of an Engineer The author of this little volume Opened his eyes to the light of this world July 25, 1839, on the old Smades home stead on the bank of the St. Lawrence river, three miles from Prescott, in Ontario, Canada. He was the youngest of a family of seven children, four girls and three boys. At the age of eight years his father and mother had both passed away and he went to make his home with an uncle who was a farmer. Here the lad developed into a husky youth, who, reaping and binding in the harvest fields, kept up with the fastest cradlers. Early in life his mechanical ability was demonstrated, and at the age of sixteen he left the fields for the city, where he went into the Shop of James Turmbull, a skilled ironworker and blacksmith. After a year in this place, the youth could forge as good a horse shoe or nail as the masters of the art, and he began to look about for another line of work. It was while in this shop he decided to be an engineer. With longing eyes he had watched the steamboats plying up and down the St. Law rence river. They seemed calling him, and answering the call he crossed the river and in the shops at Ogdensburg began the schooling for his life work. He worked in a num ber of different places before finishing his mechanical edu cation, one of them a great concern in New York where he helped build the ponderous engines for the sea-goingsteamships of that day. He was yet scarce more than a youth when he had received his papers and was first en gineer on one of the steamers of the Great Lakes. After some years of engineer service in the North and East, he went to the great Southwest, where he put in some of the largest mills in this vast new timber region. Later he went into the machinery and manufacturing business for himself. As an engineer his service to his fellow men was not only that of a constructive force in the world of industry, but a force in the moral world. With pen and purse he fought the legalized Liquor Traffic until the day of its downfall. During the years his travels have been wide and his days crowded with toil. Yet he has given expression to some of the thoughts that have come to him. From a consider able accumulation of printed verse and unprinted frag ments, written sometimes beside the work bench with toil stained hands, and sometimes in far places to fill lonely hours, the matter which has been selected is left herewith. Book excerpt: Excerpt from Engineering Education After the War The period covered by this paper followed the demobilization of that experiment in education under war conditions known as the Students' Army Training Corps. During the early part of 1917 many engineering students withdrew from the school of engineering to enter different branches of the Army and Navy of the United States, and others at this time, and even during the previous years from the outbreak of the World War in 1914, withdrew to enter the service of our allies or to become Red Cross drivers or workers. These withdrawals, followed by withdrawals due to the application of the Selective Service Draft Law, made it clear that steps must be taken to provide the Nation with men trained in engineering to fill the numerous places created by the war in the service of the United States and in the industries. For the purpose of conserving the engineers in training, the Engineer Corps of the United States Army made provision to enlist engineering students of the proper age in a Reserve Officers' Corps and to assign them back to their colleges to complete their engineering work. This did not prove entirely satisfactory, and its inadequacy was soon manifest. To care for all branches of the service, and to train men as officers, the colleges and universities of the country were organized to receive and train members of the Students' Army Training Corps. Students' Army Training Corps. During the summer of 1918 it became evident that, with the application of the selective draft law, steps would have to be taken to preserve the educational institutions of the country and to supply the country with trained men. After a number of conferences between educators and Government officers, the War Department organized a Committee on Education and Special Training, consisting of Col. Robert I. Rees, General Staff Corps; Col. John H. Wigmore, Provost Marshal General's Office; Lieut. Col. Grenville Clark, Adjutant General's Office; and Maj. Win. R. Orton, War Plans Division, with Ralph Barton Perry as executive secretary. In addition to this committee, an advisory board representing the educational interests was formed, composed of President James R. Angell, Samuel P. Capen, lames W. Dietz, Hugh Frayne, Charles R. Mann, Raymond H. Pearson, and Herman Schneider. About the end of July, 1918, after plans were prepared for the use of the colleges, the Secretary of War appointed President R. C. Maclaurin, of the Massachusetts Institute of Technology, Director of College Training. The country was divided into 12 districts for this purpose, with a subdirector in each district. Practically all of the colleges of the United States entered into contracts with the Government to give instruction to men who were to be members of the Students' Army Training Corps. The various institutions made contracts for the subsistence, housing, and education of members of this corps, together with contracts for expenses connected with the construction of temporary buildings or making alterations in existing buildings belonging to the colleges, for the purpose of fitting them to the needs of the Government.
