The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The compliance reports do not offer further details about the offending missile or the evidence that the United States used to make this determination. The Obama Administration raised its concerns about Russian compliance with the INF Treaty in a number of meetings during the past few years. These meetings have made little progress because Russia continues to deny that it has violated the treaty. The United States could pursue a number of options that might move the diplomatic process forward and possibly lead to a resolution of the issue. In October 2016, it called a meeting of the Special Verification Commission, which was established by the INF Treaty to address compliance concerns. During this meeting, in mid November, both sides raised their concerns, but they failed to make any progress in resolving them. The United States has also begun to consider a number of military responses, which might include new INF-range systems, both to provide Russia with an incentive to reach a resolution and to provide the United States with options for future programs if Russia eventually deploys new missiles and the treaty regime collapses. It might also suspend or withdraw from arms control agreements, although several analysts have noted that this might harm U.S. security interests, as it would remove all constraints on Russia's nuclear forces. The United States could also consider a number of options for how it might respond if Russia withdraws from the INF Treaty and deploys new INF-range missiles. It could develop and deploy new military capabilities-including, possibly, new land-based INF-range missiles or new missile defense capabilities-to offset the threat posed by new Russian INF-range missiles. The United States could also take other steps with its allies to assure them of the U.S. commitment to their defense. Significantly, it eliminated hundreds of Soviet SS-20 missiles, which could annihilate targets throughout Eurasia in minutes. Through close scrutiny of US theater nuclear policy from 1977 to 1987, Griffith describes the Carter administration's masterminding of the dual-track decision of December 1979, the North Atlantic Treaty Organization (NATO) initiative that led to the INF Treaty. The Reagan administration, in turn, overcame bureaucratic infighting, Soviet intransigence, and political obstacles at home and abroad to achieve a satisfactory outcome in the INF negotiations. It seeks to contribute to the constructivist research programme in two ways. Firstly, it develops a speech act model of social interaction to illustrate constructivist arguments, and secondly, it develops a constructivist theory of security dilemmas that suggests practical ways to resolve them. The conclusion of the book is that the dominant understanding of the end of the Cold War (the buildup argument) is not correct as it advocates policies that tend to perpetuate conflicts. Instead, the author argues that the new thinking explanation is more coherent and suggests improved practical ways to resolve other security dilemmas.

The Trump Administration conducted an extensive review of the INF Treaty during 2017 to assess the potential security implications of Russia's violation and to determine how the United States would respond going forward. On December 8, 2017-the 30th anniversary of the date when the treaty was signed-the Administration announced that the United States would implement an integrated response that included diplomatic, military, and economic measures. On October 20, 2018, President Trump announced that the United States would withdraw from INF, citing Russia's noncompliance as a key factor in that decision. NOTE: This study concluded just before the formal announcement of United States withdrawal pronounced on February 1, 2019, but predicted the withdrawal announcement.

Book excerpt: The end of the 1987 Intermediate-range Nuclear Forces Treaty inevitably generated concerns about a new arms race in Europe similar to the Euromissile crisis in the early 1980s. The situation is different, however, in one important respect: neither Russia nor NATO want a new arms race and both have demonstrated a degree of restraint. Russia has declared that it would not deploy intermediate-range missiles if NATO does not deploy them. NATO, while insisting it needs to respond to what it sees as Russian violation of the INF Treaty, has indicated it would limit its response to non-nuclear air- and sea-launched assets. Nevertheless, the situation is fragile, and it is difficult to predict how long mutual restraint can hold.
