This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Due to social and economic factors, gender inequality persists in society requiring initiatives for women empowerment. It is vital that government policies are gender-sensitive incorporating the elements of gender-disaggregated data, gender-based demography, gender-based tasks and gender equality resulting in women empowerment. The review of relevant literature, official documents and international/regional/national policies [descriptive and analytical methodology] reveal the lack of participation by women in political decision-making, especially at grass-roots level. The reasons could be, inter alia, the lack of skills, capacities, household responsibilities, societal pressure and cultural beliefs. This nature of constraints can be overcome through building women's capacity for improved political involvement in local governance [a hypothetical statement]. In order to find solutions, the article raises the following questions for [on-going] debate and discussion: What is the magnitude of gender-awareness in political decision-making in municipalities? To what extent are gender equity policies implemented at grass-roots level? Are municipalities acknowledging the need to empower women? Are there any initiatives in place to capacitate women to ensure participation in decision-making processes? There are diverse arguments on this issue. The strong augmentation emphasizes the significance of the normative approach that supports public participation as a form of transformation. Another augmentation stresses the instrumental approach supporting the political decentralization for participatory decision-making at grass-roots level. In order to find answers to the above questions, the article investigates at the status of women in South African local governance [political context]. The article utilizes an empowerment approach of the feminist theory. The empowerment approach has its own indicators for measurement varying from individual to collective at micro and macro levels. The micro level symbolizes an individual seeking progression from subjugation to an evolutionary personality. The macro level symbolizes the institutions/authorities/regulations taking relevant decisions regarding progression of individuals. In this article, the micro level, that is, the individuals, are women seeking empowerment and recognition, while the macro levels are municipalities (organizations), authorities (political office-bearers), and regulations (gender equality policies and programmes). The article recommends that it is vital to review and revise existing constitutional, political, legislative and regulatory frameworks, including electoral systems, to remove provisions that hinder women's equal participation in the decision-making processes. To facilitate research on the conditions under which women representation is enhanced in political parties, parliament and government at all spheres is significant. The government must ensure monitoring and evaluation of the participation and representation of women in the decision-making processes. At the political level, the parties must review and revise their manifesto and structures to accommodate the participation of women. To enhance the participation of women in political decision-making, a quota on gender is being considered as an important policy measure. At the social level, there is a need to change attitudes that should include: the culture of local government needs to be reviewed to ensure that women are treated fairly and equally; discrimination against women is unacceptable; gender awareness programmes for men and women need to be developed; and opportunities need to be availed to women as soon as they are elected so that they can learn about local government, governance and receive the required support.

Available in PDF, EPUB and Kindle. Book excerpt: The problem of ensuring that women are at the heart of political decision-making is now very topical in Europe. This is because, despite all of the international agreements, the research, the recommendations and the untold other efforts, the participation of women in political bodies remains low in most European countries. European governance, in short, still fails to include 50 per cent of women in its political decision-making. Why do political leaders attach importance to this issue? The under-representation of women in national parliaments poses a problem in terms of both the practice and the theory of politics. In practical terms, the under-representation of women in political leadership is even more remarkable when one realizes that women have succeeded in gaining access to other sectors of society in many European countries. Moreover, equality between men and women is now a leading political principle all over Europe. Taking part in decision-making however, in politics as well as in the private sector, typically remains a male privilege. This book explains the high level of current concern for the under-representation of women in politics. It explores the reasons behind recent favourable attitudes towards sharing political power with women in the Netherlands, and in other European countries. It identifies the many obstacles and strategies and it points out future expectations about the representation of women in Europe. Under which circumstances can political players be influenced to change institutions and procedures in favour of newcomers to politics. The current 'crisis of politics' opens a window of opportunity for changing the underlying male-biased structures.

Book excerpt: Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth Gender Plan of Action for Gender Equality 2005–2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business. The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. It identifies established strategies – electoral reform (New Zealand), party voluntary quotas (South Africa), and legislative quotas (Bangladesh and India) – that have helped these Commonwealth countries to meet the global target of 30 per cent and thus to effectively advance the participation of women in decision-making at all levels.

Book excerpt: "This sourcebook aims at providing local governments with the tools to better understand the importance of gender in the decision-making process and to reach better solutions for the communities they serve. For this publication the following key issues of local governance have been selected: participation in local government, land rights, urban planning, service provision, local government financing, violence against women and local economic development. Each of these issues is introduced by a brief gender analysis. Numerous case studies illustrate what local governments can do. Reflection questions and training exercises help trainers to develop successful training events. [...] [The manual] is designed as a companion to other UN-HABITAT training tools, providing local government trainers with the background and tested training methods they need to strengthen the gender dimension in their day-to-day training activities. The source book may also be used as a stand-alone tool, introducing local governments to gender issues and their importance for local government policy-making and project implementation." -- P. iv.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the deep linkages between gender and grassroots politics. It studies how women candidates in Bangladesh are elected in reserved seats in the local government bodies and explores the challenges that they face both from within the domestic unit and from the government administration. The book focuses on grassroots-level governance and provides a comparative study between selected rural and urban local government institutions in different socio-economic, educational, and cultural contexts. It documents loopholes in the system of quota seats for women, allocation of electoral constituency, and elected representatives’ rights and responsibilities. It also studies the life-changing impact of women at different levels of governance and society and offers important policy implications for furthering their participation and empowerment. A major intervention in the study of Bangladesh and its politics, this key text will be of great interest to scholars and researchers of political science, public administration, gender studies, public policy, and South Asian studies.
