The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

The empirical results are based on an application of discrete multivariate analysis to a sample taken from the Survey of Income and Education. Higher relative wage offers are found to reduce the probability of a youth enrolling in school and to increase labor supply. However, the estimated impacts are very sensitive to adjustments made for the possibility that wage rate offers by firms are higher for full-time than for part-timework. Job availability, as measured by the local youth unemployment rate, has its strongest effect on the probability of enrollment and full-time labor force participation for nonwhite males, accounting, in the extreme, for a difference in this probability of almost 50 percent. Since a wage measure is included as an independent variable, we can be sure that the job availability measure is not acting as a surrogate for an absent wage variable, but instead has an impact of its own. Specific findings on the influence of various family and market characteristics are compared to those from earlier studies.

Book excerpt: The need for school-to-work programs or other means of increasing early job market stability is predicated on the view that the chaotic' nature of youth labor markets in the U.S. is costly because workers drift from one job to another without developing skills, behavior, or other characteristics that in turn lead to higher adult earnings. However, there is also ample evidence that workers receive positive returns to job shopping. This paper asks whether youths in unstable or dead-end jobs early in their careers suffer adverse labor market consequences as adults. In particular, it accounts for the endogenous determination of early job stability as a response to job match quality which may also influence adult wages using labor market conditions in the early years in the labor market as instrumental variables for the job stability experienced during those years. The instrumental variables estimates generally point to substantial positive effects of early job stability on adult wages.
