Book excerpt: This study responds to three recent phenomena in immigration policy and the United States labor market: the growing ambiguity of localities' roles in immigration enforcement, the influx of lower-skilled immigrants, and the expansion of employment-preferences in immigrant admissions. Building on pre-existing labor market literature, this paper examines the impact of sanctuary statutes and citizenship on natives' average wages and unemployment rates in U.S. cities. "Sanctuary statutes" are city-level ordinances that ban municipal employees from gathering information about a resident's legal status and prohibit the use of city funds for federal immigration enforcement. These policies have given rise to a debate about the type of immigrants drawn to sanctuary cities and their subsequent impacts. Using Census data from 1980-2000, this study segments the foreign-born population into naturalized citizens and noncitizen immigrants. The findings indicate whether or not an immigrant has attained U.S. citizenship bears a greater impact upon native's labor market outcomes than the presence of sanctuary statutes. Moreover, the evidence suggests, on average, naturalized citizens serve as imperfect substitutes to natives while noncitizen immigrants act as complements. The policy implications are that: (a) sanctuary statutes can continue to be enacted on the basis that they cause no harm to natives' labor market performance; and (b) immigrant admissions criteria should be mindful of the differing effects produced by segments of the foreign-born population. Better data on subgroups of the foreign-born are necessary as is a more standardized process for analyzing sanctuary statute impacts.

Specifically, we attempt to distinguish between the short-run and long-run effects of immigrants on natives' wages and employment. The transition of immigrants into a new labor market is a gradual process: the dynamics of this process come from immigrants' occupational mobility and from adjustments by local factors of production. Natives may therefore face changing labor market conditions, even years after the arrival of the immigrants. If immigrants are relatively good substitutes for native workers, we expect that the impact of immigration will be largest immediately upon the immigrants' arrival, and may become smaller as the labor market adjusts to the supply shock. Conversely, if immigrants upon arrival are poor substitutes for natives because of their lack of local human capital, the initial effect of immigration is small, and the effect increases as immigrants acquire local labor market skills and compete with native workers. We empirically examine these alternative hypotheses using data from Israel's Labor Force and Income Surveys from 1989 to 1999. We find that wages of both men and women are negatively correlated with the fraction of immigrants with little local experience in a given labor market segment. A 10 percent increase in the share of immigrants lowers natives' wages in the short run by 1 to 3 percent, but this effect dissolves after 4 to 7 years. This result is robust to a variety of different segmentations of the labor market, to the inclusion of cohort effects, and to different dynamic structures in the residual term of the wage equation. On the other hand, we do not find any effect of immigration on employment, neither in the short nor in the long run.

However, the impact of immigration on natives in self-employment has not been examined, despite the over-representation of immigrants in that sector. We first present a new general equilibrium model of self-employment and wage/salary work. For a range of plausible parameter values, the model predicts small negative effects of immigration on native self-employment rates and earnings. Using 1980 and 1990 Census microdata, we then examine the relationship between changes in immigration and native self-employment rates and earnings across 132 of the largest metropolitan areas in the United States. We find evidence supporting the hypothesis that self-employed immigrants displace self-employed natives. The effects are much larger than those predicted by simulations of the theoretical model. Immigrants, however, do not have a negative effect on native self-employment earnings. Our findings are similar if we weight immigration rates by the propensity of immigrant groups to be self-employed or if we try alternative estimation techniques and specifications

Economic studies indicate that the impact of immigration on the average wage and employment of native workers is null or slightly positive. However, because adjustments take time, the immediate labor market effects of unexpected (as opposed to expected) migration episodes can be detrimental. Immigration also can have distributional consequences. In particular, the skill composition of immigrants matters in determining their impact on native labor market outcomes. An inflow of immigrants will tend to reduce the wages of competing native workers (with skills similar to those of the migrants), and increase those of complementary workers (with skills that complement those of immigrants). By affecting the skill composition of the workforce, immigration can create winners and losers among native workers via changes in the wage structure.

In contrast, studies that rely on variation in immigration across industries, occupations, or education-based skill-levels often report large negative effects, but rely primarily on repeated cross-sectional data sets which also cannot account for the adjustment of native workers over time. In this paper, we use a newly available data set, the Longitudinal Employer Household Data (LEHD), which provides quarterly earnings records, geographic location, and firm and industry identifiers for 97% of all privately employed workers in 29 states. We use this data to analyze the impact of immigration on earnings changes and the mobility response of native workers. Overall, we find that although immigration has a negative effect on the earnings and employment of native workers, and positive effects on their firm, industry, and cross-state mobility, the overall size of the effects is small.

This paper reviews a growing literature on an alternative channel. Immigrants, particularly low-skilled women, are disproportionately represented in the household services sector, a global phenomenon that is seen to some extent in most regions. A simple time-use model suggests that by lowering the price of market-provided household services, immigrant workers allow high-skilled native women to reduce their unpaid household production and increase their participation in the labor market. I review existing evidence that the presence of foreign domestic workers has increased the labor supply of high-skilled native women, has helped narrow the gender earnings gap in high-paying powered occupations, and that these advances have not come at the cost of native women investing less time in their children or having lower birth rates. I discuss the policy implications of these results, as well as some ethical considerations.
