Book excerpt: I constructed a unique set of data from over 300 California law enforcement agencies, in conjunction with large-scale education microdata covering the high school outcomes of over 3.8 million California ninth-graders from the classes of 2003 to 2014 to examine the extent to which estimated effects of violence exposure, coupled with significant differences in violence exposure rates, contribute to population-level differences in educational attainment. I find evidence for two important processes linking violence exposure and educational attainment. [1] High school dropout rates significantly respond to gun violence only if exposure exceeds a certain threshold. This threshold rule, coupled with differential exposure rates across student subgroups, leads to significant exposure effects on the dropout rates of black and Hispanic students, and no significant effects for white and Asian students. [2] Learning loss does not appear to be the primary mediator of exposure effects on dropout rates. This suggests that dropouts in high violence areas often have the academic capacity for educational attainment beyond realized levels.

Book excerpt: A growing number of American children are exposed to gun violence at their schools, but little is known about the impacts of this exposure on their human capital attainment and economic well-being. This paper studies the causal effects of exposure to shootings at schools on children's educational and economic outcomes, using individual-level longitudinal administrative data from Texas. We analyze the universe of shootings at Texas public schools that occurred between 1995 and 2016, and match schools that experienced shootings with observationally similar control schools in other districts. We use difference-in-differences models that leverage within-individual and across-cohort variation in shooting exposure within matched school groups to estimate the short- and long-run impacts of shootings on students attending these schools at the time of the shooting. We find that shooting-exposed students have an increased absence rate and are more likely to be chronically absent and repeat a grade in the two years following the event. We also find adverse long-term impacts on the likelihood of high school graduation, college enrollment and graduation, as well as employment and earnings at ages 24-26. Heterogeneity analyses by student and school characteristics indicate that the detrimental impacts of shootings are universal, with most sub-groups being affected.

Book excerpt: This report analyzes the economic and social costs of the high school dropout problem in California from the perspective of a state taxpayer. The authors' analysis considers the consequences of this problem in terms of labor market, tax revenue, public health, and incarceration costs. The authors' quantification of these costs reveals the sizeable taxpayer benefits that stand to be gained by aggressively combating the state's dropout problem. Their analysis reveals the following findings: (1) According to the California Department of Education, 98,420 public high school students dropped out of school in 2007-08, suggesting 19 percent of California high school students in any ninth-grade class will drop out over a four-year period. Hispanic and African American students drop out at an estimated rate of 24 percent and 33 percent respectively; (2) California dropouts experience difficulty in the labor market. They are more likely to be unemployed or out of the labor force and twice as likely to be living in poverty; (3) The lower earnings of high school dropouts cost the state more than $54 billion per year in lost taxable personal income; (4) Dropouts report worse health than graduates and require more public health resources. Close to 20 percent of California high school dropouts report fair or poor health and close to half receive Medicaid; (5) Dropouts drive up the state's incarceration costs. Over a lifetime, a dropout costs the state $8,484 because of higher incarceration rates than higher-educated peers; and (6) California's economy will benefit tremendously by reducing dropouts. The authors estimate that each prevented dropout will result in a present value lifetime benefit of $28,227. By permanently cutting the dropout rate in half, each new graduating class of high school students would yield more than $1.4 billion in direct gross economic benefits to the state. Completely eliminating the dropout problem would save the state $2.8 billion annually, or approximately 14 percent of its present budget deficit. (Contains 9 tables, 9 figures, and 40 notes.).
