Book Synopsis Activation and the Earnings of Reservists by : David S. Loughran

Available in PDF, EPUB and Kindle. Book excerpt: Activation imposes a variety of costs on reservists. Among those costs is a potential decline in earnings during the period of activation. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.

Available in PDF, EPUB and Kindle. Book excerpt: Employer Support of the Guard and Reserve (ESGR), a U.S. Department of Defense office (DoD), asked the RAND Corporation to study the implications that using the Reserve Components (RCs) as an operational force can have for employers in view of employment rights protections for RC members. Specifically, ESGR wanted to know whether changes are needed to the Uniformed Services Employment and Reemployment Rights Act (USERRA), 1994 legislation designed to prevent hiring discrimination and bolster job protection for members of the armed forces, including those of the RCs; ESGR support programs; or RC activation and deployment policies, given the increased mobilization of the National Guard and Reserve and the continuing need to balance the rights, duties, and obligations of employers, RC members, and RC members' families. The study involved the review and analysis of existing research and data related to USERRA and the effects on employers of employee absences more generally, an analysis of the 2011 DoD National Survey of Employers, focus groups with employers conducted in 2012, interviews with RC chiefs conducted in 2011, and a legal and legislative history review of USERRA. This report describes key findings from the analysis.

Download or read book Military Personnel: Additional Actions Needed to Improve Oversight of Reserve Employment Issues written by and published by DIANE Publishing. This book was released on 2007 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: DOD has made progress capturing employment information on its reservists since August 2005, but several challenges remain. In August 2004, DOD changed employer reporting by reservists from voluntary to mandatory. The number of reservists reporting employer information to DOD increased from 60 percent in August 2005 to about 77 percent in August 2006. However, we found that reservists have not fully reported civilian employment information, reported employment data are not necessarily current, and DOD s employer verification process is not adequate. Complete and current civilian employer information is important to DOD for several reasons, including its ability to provide sufficient outreach to employers. In August 2004, DOD established a 95 percent goal for reporting employment information for the Selected Reserve and a 75 percent reporting goal for the Individual Ready Reserve and Inactive National Guard. As of August 2006, about 91 percent of Selected Reserve members had reported this information, whereas only 30 percent of Individual Ready Reserve or Inactive National Guard Members with good addresses had complied. Currently, the Army Reserve has met the Selected Reserve reporting goal and the Army National Guard has met the Inactive National Guard reporting goal and nearly met the Selected Reserve goal, while the other reserve components have met neither goal. Moreover, DOD does not have specific time frames for when reserve components are to achieve their reporting goals, and has not directed the service components to take actions to assure compliance. In addition, the DOD instructions requires reservists to update their employment information when changes occur; however, during focus groups we found that reservists generally were not aware of the need to update employer information when employers changed.

This book was released on 2001 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The increased reliance on the United States Army Reserve and the Army National Guard calls for unprecedented sacrifice by civilian employers. These employers' sacrifices will take place without a backdrop of a World War II looming on the horizon or a raging Cold War. Never in the history of United States has the Guard and Reserve played such a vital role in our National Military Strategy. This paper focuses mainly on the United States Army Reserve and the Army National Guard. It addresses the significant role of the Employer Support of the Guard Reserve in assisting military personnel and employers. It discusses methods to improve relationships between military personnel and their civilian employers; it also addresses key provisions of the Uniformed Services Employment and Reemployment Rights Act (USERRA) and employees concerns with USERRA; and it outlines some of the civilian employers' experiences with Guard and Reserve employees. Finally, it provides recommendations for improving relationships between employees and employers.

Available in PDF, EPUB and Kindle. Book excerpt: Senator Kerry and Members of the Committee, thank you for inviting me to discuss the Congressional Budget Office's (CBO's) recent analysis of the effects of reserve call-ups on civilian employers. The military reserves provide trained service members and units that are available for active military duty during peacetime and war. Over the past decade, the Department of Defense (DoD) has dramatically increased its reliance on the reserve forces, particularly since the terrorist attacks of September 11, 2001. The reserves are integral to current operations of service members deployed in November 2004 in Iraq and Afghanistan, about 33 percent were reservists and DoD foresees continued reliance on them. (Throughout my testimony, reserves refers to the individual services National Guard and reserve components: the Air Force Reserve, the Air National Guard, the Army Reserve, the Army National Guard, the Coast Guard Reserve, the Marine Corps Reserve, and the Navy Reserve.) Yet many reservists, when they joined the military, probably did not anticipate the increased frequency and duration of the activations that have occurred during the past several years and may be finding those mobilizations more disruptive than they might have expected. To alleviate difficulties with call-ups, the Congress has enacted legislation to provide civil and employment protections and financial relief. The Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), the primary legislation governing service members employment rights, guarantees the right of reservists to be reemployed by their civilian employer after serving on active duty, prohibits employers from discriminating against individuals in any aspect of employment because of their service in the reserves, and mandates some continuation of benefits to reservists who have been activated.

Download or read book Reserve Forces written by Gwendolyn Jaffe and published by DIANE Publishing. This book was released on 2002-11 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: After complaints & questions by reservists & employers concerning the reemployment rights of reservists who had been away from their jobs during the 1991 Gulf War, Congress passed the Uniformed Services Employment & Reemployment Rights Act, which grants service members reemployment rights following military duty & addresses the rights & responsibilities of both reservists & their employers. Due to concern that frequent or long deployments could adversely affect recruiting & retention in the reserves, this report: determines how increases in military operations have affected operational temposÓ of the reserve components & individual reservists, & assesses relations between reservists & their civilian employers.

Book Synopsis The Effect of Mobilization on Retention of Enlisted Reservists After Operation Desert Shield/Storm by : Sheila Nataraj Kirby
Download or read book The Effect of Mobilization on Retention of Enlisted Reservists After Operation Desert Shield/Storm written by Sheila Nataraj Kirby and published by RAND Corporation. This book was released on 1998 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses how reserve mobilizations affect the attitudes, perceptions, & behaviors of reservists, their families, & their employers. Understanding the effects of mobilizations & deployments is important because of the potential effects on retention, future recruiting, & the eventual reshaping of the reserve force in perhaps unforeseen ways. Using the 1991 Guard/Reserve Survey of Officers & Enlisted Personnel, the authors examine whether & how factors affecting reenlistment have changed since 1986--the last large-scale survey of reserve forces; examine the differences in behavior of mobilized & nonmobilized reservists to determine whether mobilization itself has had an effect on retention; & investigate whether mobilizations affected reservists' work, family environments, & economic positions.
