Book excerpt: First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom’s concept of 'disjointed incrementalism' and Buchanan’s concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.

Book excerpt: My thesis sought to better understand the interaction between transit investments and property values. Specifically, I sought to understand when in the investment cycle residential properties went from their pre- to post- transit value and what urban design impacts could help amplify this change. For each of the corridors studied, market sales transaction data was collected for all residential properties that were within a half-mile walkshed of each new station. From this data, we calculated growth rate premiums that existed for the property values in the transit area walksheds versus a control, as well as how these premiums evolved over time. Surveys were also conducted in each of the corridors to document and quantify the existence of various characteristics associated with walkable human-centered urban design. This data was applied to the market sales data, in a multiple regression analysis, to determine which urban design features were most associated with higher property value growth rates.

Book excerpt: We use new property-level data to estimate the price of land from 2000 to 2013 for nearly the universe of detached single-family homes in the Washington, DC metro area and characterize the housing boom-bust cycle in land and house prices at a fine geography. The data show that land prices were more volatile than house prices everywhere, but especially so in the areas where land was inexpensive in 2000. We demonstrate that the change in the land share of house value during the boom was a significant predictor of the decline in house prices during the bust, highlighting the value of focusing on land in assessing house-price risk.
