This book shows that, during this period, there is a significant strategic effect of steam technology, whereas steam technology's effect on the operational level of war is difficult to conceptualize. The study shows that certain patterns that relate to steam's application can be applied to modern technological advancement.

The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. Book excerpt: Some theorists claim that technology has so altered the levels of war -- the strategic, the operational, and the tactical -- to the point that the differences between them are no longer significant. As numerous observers have pointed out, long-held principles on the formulation and conduct of war, almost all of which are grounded in the Industrial or pre-Industrial Age, chafe against new realities attendant to the Information Age and the current operational environment. During another era in the evolution of warfare, Clausewitz observed that "very few of the new manifestations in war can be attributed to new inventions or departures in ideas ... they result mainly from the transformation of society and new social conditions." What is interesting about his 19th century formulation is that now, at the cusp of the Information Age, we arguably find ourselves at a point that Clausewitz could scarcely have imagined. That is a point at which both the impact of new technology (i.e., the Internet, modern communications, precision weaponry, and WMD) and societal transformation (i.e., globalization and the rise of nonstate transnational actors) are simultaneously driving changes in the conceptualization of warfare. Clausewitz did not have it wrong. What he could not have foreseen in the early 19th century was the unique historical intersection of epic technological change and societal transformation away from the nation-state as a defining construct, both as a means of political identity and as the principal protagonist on both sides of conflict. As part of that epic technological change, he further could not have foreseen the near-instantaneous movement of information across traditional national boundaries as well as the proliferation of that information such that it has a profound political effect. The impacts of technological innovation have reduced, but not eliminated or forced change to, the distinctions between the tactical, operational, or strategic levels of war.

The theme of this year's conference was "The Revolution in Military Affairs (RMA): Defining an Army for the 21st Century." Jeffrey R. Cooper presented the following paper as part of an opening panel which sought to define the RMA. He urges defense planners to determine what strategic--as opposed to operational-- benefits might be derived from the RMA. He contends that making the internal reforms that will be required will be as challenging as coming to terms with the operational and strategic implications of the new technologies. The first requirement is to understand the parameters and dynamics of this particular revolution in military affairs. Mr. Cooper puts the RMA in historical perspective by discussing the relationships among technology, socioeconomic, and political change, and their implications for warfare during the Napoleonic era, the mid-19th century, and World Wars I and II. He argues that, in the past, dramatic technological change affected warfare in different ways. Mr. Cooper warns that by using the RMA to define a "technical legacy" we make three errors. First, such an approach could lead to a fruitless search for a "silver bullet" technology on which to build the RMA. Second, the focus on technology could shift attention away from the critical issues of purpose, strategy, doctrine, operational innovation, and organizational adaptation. Finally, committing the first two errors will compound the problem by wasting very scarce defense resources on new programs and projects which may have little or nothing to do with the strategic situation. Military professionals and defense planners alike need to remind themselves that while technology can provide new capabilities, the strategic equation is not necessarily driven by technological innovation.

Book excerpt: The vast technological advantage United States forces enjoy over competitors has led to several beliefs among theorists regarding the changes occurring in the application of military power. Many believe the fact that the United States has no current peer competitor allows it to further exploit technological advantages to the point of changing the very nature of war. The emerging construct of effects-based approach to operations, when applied at the higher end of the full spectrum of warfare, may prove too limited for use by Joint planners at the strategic-operational level. This construct hinges on an unrealistic knowledge of the enemy and an assumption that the nature of future war is predisposed to solutions resulting from the precision application of military power with minimal casualties and destruction. This contrasts against classic theorists' ideas about the nature of war. Prussian theorist von Clausewitz wrote about a pervasive and enduring friction in war, but modern theorists believe technology provides the means of overcoming friction. Another faulty assumption is that a future peer competitor will not be able to negate U.S. technological superiority; a cornerstone of assumed information dominance and key to effects-based approaches. From its origins, it is apparent, effects-based operations represent at their essence a targeteering approach to warfare. It is particularly useful at the tactical level, where attacking various components of an enemy's structurally complex infrastructure proves successful. There is an understandable logic in selecting not all potential targets, but only those that if neutralized or destroyed will cause a cascading, crippling effect across the enemy's system. However, with the greater complexity at the operational and strategic levels of war - because of the mix of tangible and intangible elements - effects-based operations do not prove as useful because of the ever-present uncertainties, friction, and unpredictable human elements. Errors made in determining nodes and links in highly complex situations and systems, as well as the enemy's contrary will, can cause predicted effects to be wrong. The effects-based approach has some value at the tactical level of war, and may assist planners in expressing measures effectively as an aid to assessment in military operations. However, the push for the effects-based approach into all levels of military planning and in all circumstances attempts to force a planning construct that proves limited at the strategic-operational nexus.

To that end, this paper examines the effects of changes in methods used to conduct war. The Korean War is analyzed to determine the linkage of the strategic level to the operational level of war. This paper concludes that the linkage of the strategic and operational levels is possible only through the development of the general's art. The general's art, the operational art, is the knowledgeable application of resources to accomplish goals that contribute to the political end. (Author).

The system of strategic deterrence in place since the beginning of the Cold War visibly collapsed. Now we are trying to fashion a new strategic deterrence that relies not so much on retaliation as on prevention, either stopping the terrorists outright, deterring the sponsors, or convincing them that terror cannot succeed. To help us deal with the pressing problems of the post-September 11th world, we have three ongoing technological revolutions in sensors, information technology, and weapons. These technologies can enable us to think differently about how we organize and fight. Indeed, this is what network-centric operations are about. Their true impact derives from how they are applied. Narrowly applied, they would produce more efficient attrition, yet they clearly can do much more. The concept of effects-based operations is the key to this broader role. It enables us to apply the power of the network-centric operations to the human dimension of war and to military operations across the spectrum of conflict from peace, to crisis, to war, which a new strategic deterrence demands. The broad utility of effects-based operations grows from the fact that they are focused on actions and their links to behavior, on stimulus and response, rather than on targets and damage infliction. They are applicable not only to traditional warfare, but also to military operations short of combat. Effects-based operations are coordinated sets of actions directed at shaping the behavior of friends, foes, and neutrals in peace, crisis, and war. In brief, network-centric operations are indeed a means to an end, and effects-based operations are that end.
