It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice. Book excerpt: As public schools in Peru consistently rank in the bottom in numerous international and national education assessments, private school enrollments have begun to spike. Private schools are filled with students from the elite and upper middle classes, leaving public schools predominantly comprised of middle to lower classes since the parents are unable to afford a private school tuition. It is this growing division that has been labeled an 'educational apartheid' within the educational system in Peru. This thesis sets out to explore this apartheid at the local level in Lima, Peru. The intent of this project was to conduct ethnographic research on a public and a private primary school to investigate any perceived differences that may support the existence of educational inequalities that contribute to an educational apartheid. When looking at the Peruvian school system as a whole, the educational apartheid is occurring, especially including the larger and more costly private schools; however, when investigating smaller communities, private schools are seen as a path for social mobility, even if these expectations may be false. The case studies revealed that both public and private schools had positive and negative practices; therefore blurring the assumption that private is always better. In order to confront this educational apartheid, this thesis provides educational policy recommendations that call for attention on policies that are inclusive of all actors (teachers, students, parents) within the educational system, as well as systematic and methodical implementation to insure the success of future educational reforms in Peru.

In February 2016, the 5th Capacity and Networking Project (CANP) workshop of the International Commission on Mathematical Instruction (ICMI) was held in Lima, Peru. The coordination of this two-week workshop was undertaken by an international scientific committee (IPC), with equal participation by mathematicians and mathematics educators from the region and from the international ICMI and IMU community. The goal of CANP5 was to improve the quality of mathematics education in the region, which led to the main theme of the scientific program “Initial and Continued Teacher Education”. Country Reports on the main theme of teacher education systems for each country in this region were presented and discussed to detect common issues that might be improved through a collaborative network. One of the most important results of this event was the creation of a Mathematics Education Network, namely the Comunidad de Educación Matemática de America del Sur – CEMAS. This book brings to the international Educational Community an important collection of experiences and ideas in the Mathematics Education of four Latin-American countries in the developing Andean region and Paraguay. The dissemination of these results can promote the search for international collaborative actions in a wider scale.

Book excerpt: In 1970 the Commission for Educational Reform, established by Peru's revolutionary government, published its General Report giving a detailed analysis of the old system's shortcomings, a statement of the philosophical principles which should guide any alternative system, and a description of the form which such an alternative pattern might take. The 1972 General Education Law instituted a new education system, "fundamentally humanist in inspiration and genuinely democratic in vocation". Underlying the new system was the concept of lifelong education. In particularly underprivileged rural areas, special programs were provided to offset the adverse effects of socioeconomic, cultural, and nutritional deprivation during the early stages of a child's development. The "Nucleos Educativos Communales" (NEC), the key element in the reform, incorporated all the educational services of the community and furnished the machinery by which the community could take its legitimate place in the educational process. Focusing on the NEC system, this publication examines the theory and practice of this educational reform and its relationships to other reforms. Discussed are the reform's philosophy and aims; innovative structures and reorientation; decentralization; the nuclear experiments; objectives and organizational structure; teaching staff; problems and solutions; and the educational centres at Villa el Salvador, Iscuchaca, and Imacita. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of 'state capture', in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree's findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.
