As the source of this oil, the Ecuadorian Amazon has borne the far-reaching social and environmental consequences of a growing U.S. demand for petroleum and the dynamics of economic globalization it necessitates. Crude Chronicles traces the emergence during the 1990s of a highly organized indigenous movement and its struggles against a U.S. oil company and Ecuadorian neoliberal policies. Against the backdrop of mounting government attempts to privatize and liberalize the national economy, Suzana Sawyer shows how neoliberal reforms in Ecuador led to a crisis of governance, accountability, and representation that spurred one of twentieth-century Latin America’s strongest indigenous movements. Through her rich ethnography of indigenous marches, demonstrations, occupations, and negotiations, Sawyer tracks the growing sophistication of indigenous politics as Indians subverted, re-deployed, and, at times, capitulated to the dictates and desires of a transnational neoliberal logic. At the same time, she follows the multiple maneuvers and discourses that the multinational corporation and the Ecuadorian state used to circumscribe and contain indigenous opposition. Ultimately, Sawyer reveals that indigenous struggles over land and oil operations in Ecuador were as much about reconfiguring national and transnational inequality—that is, rupturing the silence around racial injustice, exacting spaces of accountability, and rewriting narratives of national belonging—as they were about the material use and extraction of rain-forest resources.

Its &“free market&” strategies exacerbated the debt crisis, and in response new forms of social movement organizing arose among the country&’s poor, including women&’s groups. Gendered Paradoxes focuses on women&’s participation in the political and economic restructuring process of the past twenty-five years, showing how in their daily struggle for survival Ecuadorian women have both reinforced and embraced the neoliberal model yet also challenged its exclusionary nature. Drawing on her extensive ethnographic fieldwork and employing an approach combining political economy and cultural politics, Amy Lind charts the growth of several strands of women&’s activism and identifies how they have helped redefine, often in contradictory ways, the real and imagined boundaries of neoliberal development discourse and practice. In her analysis of this ambivalent and &“unfinished&” cultural project of modernity in the Andes, she examines state policies and their effects on women of various social sectors; women&’s community development initiatives and responses to the debt crisis; and the roles played by feminist &“issue networks&” in reshaping national and international policy agendas in Ecuador and in developing a transnationally influenced, locally based feminist movement.

Book excerpt: Abstract: This paper presents evidence about the impact on school enrollment of a program in Ecuador that gives cash transfers to the 40 percent poorest families. The evaluation design consists of a randomized experiment for families around the first quintile of the poverty index and of a regression discontinuity design for families around the second quintile of this index, which is the program's eligibility threshold. This allows us to compare results from two different credible identification methods, and to investigate whether the impact varies with families' poverty level. Around the first quintile of the poverty index the impact is positive while it is equal to zero around the second quintile. This suggests that for the poorest families the program lifts a credit constraint while this is not the case for families close to the eligibility threshold.

Those arguments—as they advanced theories of citizenship, popular sovereignty, and republican modernity—struggled to reconcile the presence of Ecuador’s large indigenous population with the dominance of a white-mestizo minority. Even as indigenous people were excluded from civic life, images of them proliferated in speeches, periodicals, and artworks during Ecuador’s long process of nation formation. Newly connected to Ecuador's large cities, Calhuasí experienced rapid social-spatial change, which Kate Swanson richly describes in Begging as a Path to Progress. Based on nineteen months of fieldwork, Swanson's study pays particular attention to the ideas and practices surrounding youth. While begging seems to be inconsistent with—or even an affront to—ideas about childhood in the developed world, Swanson demonstrates that the majority of income earned from begging goes toward funding Ecuadorian children's educations in hopes of securing more prosperous futures. Examining beggars' organized migration networks, as well as the degree to which children can express agency and fulfill personal ambitions through begging, Swanson argues that Calhuasí's beggars are capable of canny engagement with the forces of change. She also shows how frequent movement between rural and urban Ecuador has altered both, masculinizing the countryside and complicating the Ecuadorian conflation of whiteness and cities. Finally, her study unpacks ongoing conflicts over programs to “clean up” Quito and other major cities, noting that revanchist efforts have had multiple effects—spurring more dangerous transnational migration, for example, while also providing some women and children with tourist-friendly local spaces in which to sell a notion of Andean authenticity.

One of the most emblematic projects at this time is the Correa administration’s Revolución Ciudadana, an oil-funded project of social investment and infrastructural development that claims to blaze a responsible and responsive path towards wellbeing for all Ecuadorians. Book excerpt: The authors apply a Heckman selection model to the 2003 Investment Climate Survey (ICS) to investigate supply-side constraints to export performance at the firm level in Ecuador. To correct for the non-random truncation problems, they use the Heckman selection model to estimate the probability of exporting (export propensity) and the share of total sales that are exported (export intensity) by Ecuadorian firms. They develop a baseline model with 12 independent variables divided into three categories-idiosyncratic characteristics, technology, and business environment. The authors develop three other models with the addition of variables related to trade integration, business environment, and infrastructure. Results corroborate with the hypothesis implicit in the Heckman model, which considers both decisions made by a firm-whether to export, and how much of its sales to export-to be interdependent. In the Ecuadorian case, they find three important results for the firm's export performance: technology matters; infrastructure does not; and trade orientation is significant, with specialized firms tending to have smaller export intensity when their main trade partners are countries of the Andean Community, and the opposite happening if the United States is their main trade partner. The authors find a robust and stable relationship for export propensity and intensity with size, import of inputs, labor regulations, in-house research and development, quality certification, web-use, and foreign ownership. Also, capacity utilization and trade with the United States positively affect export intensity, while trade within the Andean Community has the opposite effect in the outcome variable. But they find no significant relationship for the infrastructure variables.

This episode, the Feriado Bancario, represents the peak of the worst financial crisis in the nation's history and one which had far-reaching and long-last effects on society, politics, the economy, and cultural production. The very idea of 'Ecuador' was transformed, as Ecuador became a country marked by constant interaction with the world beyond its borders. This book explores how contemporary Ecuadorian authors are reimagining the nation following the Feriado Bancario. Starting from a rereading of Ecuador's national novel, Jorge Icaza's Huasipungo (1930), which saw the nation as rooted in the land, the book examines post-crisis fiction which offers an image of Ecuador as a transnational space. It posits that these novels - Eliécer Cárdenas' El oscuro final del Porvenir (2000), Leonardo Valencia's Kazbek (2008), Carlos Arcos' Memorias de Andrés Chiliquinga (2013), and Gabriela Alemán's Humo (2017) - both reflect and explain the new reality of Ecuador as a nation that can no longer be defined by its territory. At the same time, the book uses the Ecuadorian case to challenge the conceptualisation of Latin American literature as 'post-national' and to show how countries on the periphery of the global literary market can, from the very fact of their minoritarian position, enrich and better define World Literature.
