Book excerpt: For dozens of developing countries, the financial upheavals of the 1980s have set back economic development by a decade or more. Poverty in those countries have intensified as they struggle under the burden of an enormous external debt. In 1988, more than six years after the onset of the crisis, almost all the debtor countries were still unable to borrow in the international capital markets on normal terms. Moreover, the world financial system has been disrupted by the prospect of widespread defaults on those debts. Because of the urgency of the present crisis, and because similar crises have recurred intermittently for at least 175 years, it is important to understand the fundamental features of the international macroeconomy and global financial markets that have contributed to this repeated instability. Developing Country Debt and the World Economy contains nontechnical versions of papers prepared under the auspices of the project on developing country debt, sponsored by the National Bureau of Economic Research. The project focuses on the middle-income developing countries, particularly those in Latin America and East Asia, although many lessons of the study should apply as well to other, poorer debtor countries. The contributors analyze the crisis from two perspectives, that of the international financial system as a whole and that of individual debtor countries. Studies of eight countries—Argentina, Bolivia, Brazil, Indonesia, Mexico, the Philippines, South Korea, and Turkey—explore the question of why some countries succumbed to serious financial crises while other did not. Each study was prepared by a team of two authors—a U.S.-based research and an economist from the country under study. An additional eight papers approach the problem of developing country debt from a global or "systemic" perspective. The topics they cover include the history of international sovereign lending and previous debt crises, the political factors that contribute to poor economic policies in many debtor nations, the role of commercial banks and the International Monetary Fund during the current crisis, the links between debt in developing countries and economic policies in the industrialized nations, and possible new approaches to the global management of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: An award-winning history of the transformation of Europe between 1989 and today In this award-winning book, Philipp Ther provides the first comprehensive history of post-1989 Europe, offering a sweeping narrative filled with vivid details and memorable stories. Europe since 1989 shows how liberalization, deregulation, and privatization had catastrophic effects on former Soviet Bloc countries. Ther refutes the idea that this economic “shock therapy” was the basis of later growth, arguing that human capital and the “transformation from below” determined economic success or failure. He also shows how the capitalist West’s effort to reshape Eastern Europe in its own likeness ended up reshaping Western Europe, especially Germany. Bringing the story up to the present, Ther compares Eastern and Southern Europe after the 2008–9 global financial crisis. A compelling account of how the new order of Europe was wrought from the chaotic aftermath of the Cold War, Europe since 1989 is essential reading for understanding post-Brexit Europe and the present dangers for democracy and the European Union.

Available in PDF, EPUB and Kindle. Book excerpt: This book describes the process of the Czech economic transformation from the beginning of the 1990s to the country's entry into the European Union in 2004. This transformation is divided into four periods: an initial recession caused by the transformation; economic growth in the mid-1990s; a recession connected to the currency crisis of 1997; and recovery and growth from 1999 until 2004, when the analysis ends. The examination covers the main aspects of the transformation – an overall view of the process, political transition, economic policy, economic results (GDP development, inflation, unemployment), changes in outside indicators (balance of payments), privatization, transformation of the financial sector, and changes in the business sector and institutional development. The book also compares Czech development in this transformative era to those of Poland and Hungary. As in Hungary and Poland, the Czech Republic underwent an exceptional qualitative shift from a system centrally planned to one that was market-based. The book concludes that despite mistakes and hardships, the overall transformation process in Central Europe has been successful.

Book excerpt: In our quickly changing world, authors who are analyzing the so cial, economic, and political processes going on in different countries often find themselves in a situation where the deve lopment of processes they have already described take a turn in another direction before their work is in final form or appears in print. As a consequence, some of their statements are no lon ger valid. More rarely it occurs that after the writing of a book presenting a reform process covering 10 years (the writing itself taking one and a half years), exceptional events take place in the given country (within 1 or 2 months of the delivery of the manuscript) that indicate a sharp break in this process, one that makes it doubtful whether the process can continue along the same channel. This is what has happened to this text and to its author at the beginning of June, 1989, when in Beijing - after the brutal suppression of student demonstrations and of protests lasting several weeks - the General Secretary of the Communist Party of China, Zhao Ziyang, was relieved of his office and arrested, along with several other prominent repre sentatives of reform policy and reform endeavors of the past decade. The manuscript of this book was handed over to the pub lisher on May 4, 1989, for editing. Immediately thereafter I left for nearly 2 months in the United States; consequently, I did not receive the manuscript again until in early July.

Both are based on the notion that a bubble (the "dot-com" bubble) has been driving the stock market, but differ in their assumptions about the interactions between this bubble and fiscal policy (the "Bush" deficits). The "benevolent" view holds that a change in investor sentiment led to the collapse of the dot-com bubble and the Bush deficits were a welfare-improving policy response to this event. The "cynical" view holds instead that the Bush deficits led to the collapse of the dot-com bubble as the new administration tried to appropriate rents from foreign investors. The authors discuss the implications of each of these views for the future evolution of the U.S. economy and, in particular, its net foreign asset position."
