Book excerpt: Environmental economics addresses the issues that arise on the boundaries between economic systems and natural systems, such as pollution and natural resource de pletion and degradation. Like any other branch of applied economics, it has drawn its tools and techniques from the wide range already available in economics gener ally, selecting, adapting and extending these to meet its own particular requirements in its own particular context. Here, as elsewhere in economics, public policy analy sis requires quantitative assessments of the economic impact of different policy choices. Perhaps the most distinctive contribution of environmental economics has been the development of techniques for the economic valuation of environmental goods and services in the absence of markets for such goods and services, or in the presence of markets that are at best imperfect or incomplete. Nevertheless policy analysis still relies on one or another of three broad groups of methods used in eco nomics generally. One is project appraisal, which at the micro level provides an evaluation ofthe costs and benefits ofinvestment options to inform the choice among them, while at the macro level policy analysis rests either on computable general equilibrium (CGE) models or on economy-wide macroeconometric models. All models are simplifications, designed to focus attention on the important fea tures ofthe problem at hand, and neglecting other features that might for a different problem assume greater importance.

Book excerpt: It has always been thought that some level of pollution and waste is unavoidable in development projects. But no one has made much effort to quantify and assess the extent of this sort of damage. In this book a group of analysts from the Asian Development Bank and from the East West Center propose a means of constructing useful economic evaluations of the impacts of development projects on the environments in which they are constructed. This study demands the systematic evaluation of all the intentional and unintentional consequences of development initiatives before they are determined upon. It is essential reading for development economists, analysts and bankers. Originally published in 1986

Book excerpt: The Economic Valuation of the Environment and Public Policy fills an important gap in economic literature by providing a comprehensive account of hedonic pricing and its use in valuation of environmental amenities. . . . It should be invaluable to anyone contemplating undertaking a hedonic pricing study of an environmental amenity, as it contains practical advice on a myriad of modeling issues. Likewise, it should be of value to anyone wishing to thoroughly understand and critique the results of a hedonic pricing exercise. Richard T. Carson, Environment I appreciate this book s blend between theory and applications. It contains an informative review of the development of the theory of the hedonic price technique as well as an insightful analysis of the econometrics of the approach. Noboru Hidano has a gift for breaking down the difficult theoretical and econometric problems into simple and manageable proportions. Per-Olov Johansson, Stockholm School of Economics, Sweden The importance of the hedonic valuation approach in public policy evaluation and environmental value estimation is now widely accepted. This book is especially designed to illustrate the basic assumptions of the hedonic approach and highlight the strengths and weaknesses associated with it. Combining rigorous theoretical analysis, detailed empirical studies and an extensive history of hedonic valuation, the book is both a good introductory text to the field and a precise yet comprehensive aid for professionals and practitioners alike. Some of the book s special features include: a comprehensive explanation of the basic theorem extensive discussions on the utility of the approach in the evaluation of both small-scale and large-scale projects detailed explanations of how the approach can best be applied to cost benefit analysis an examination of the applicability of the hedonic method by comparing estimated values for various environmental and public services an illustration of public policy and environmental valuation using readily-understood examples. The Economic Valuation of the Environment and Public Policy will be essential reading for students of environmental and ecological economics, environmental science and technology specialists, and all those who are interested in the evaluation of public sector projects.

Available in PDF, EPUB and Kindle. Book excerpt: 'The book is a pioneering attempt to see exactly what difference economic valuation of environmental effects would have made to six actual, on-going, development projects, if it had been done at the time of appraisal. It combines theoretical rigour with applied economic skills, presented with robust common sense.' - James Winpenny, Overseas Development Institute This book is a practical and readable guide to valuing the environment and the implications for public investment and policy, useful for students as well as professional economists, policy-makers, engineers, environmental and social planners. It describes how the environment can be valued and how these valuation concepts can be applied to investment decisions. The book provides first a general introduction to the key issues and concepts, considering the nature and magnitude of environmental problems, the cost-benefit method of evaluation and detailed methods for valuing the environment. It then analyses in detail six case-studies, based on actual or proposed major investment projects by the UK Overseas Development Administration or the World Bank. These include water quality in China, the supply of electricity in Bangladesh, slum improvements in India, mass transit in Nigeria, forest conservation in Kenya and soil quality in Bolivia. Thus the book is expected to be of special interest to professionals and students in developing countries, although much of the material has general application in developed as well as in developing countries.

Book excerpt: Project economic analysis is a tool used by the Asian Development Bank (ADB) to ensure that ADB operations comply with its Charter. The guidelines in this publication are a revised version of the 1997 edition. The revision responds to the changing development context and ADB operational priorities, and aims to address the recommendations of the ADB Quality-at-Entry Assessments for more methodological work on project economic analysis. The revised guidelines provide general principles for the conduct of project economic analysis, and should be read together with handbooks, technical reports, and other reference materials published by ADB dealing with sector-specific project economic analysis in detail.

Available in PDF, EPUB and Kindle. Book excerpt: An impressive piece of work that deserves to be on every European agricultural economist s bookshelf. Jean-Christophe Bureau, European Review of Agricultural Economics This is an excellent text that could be used in specialist academic courses in environmental and natural resource economics, ecological economics and cost benefit analysis, as well as in interdisciplinary courses in public policy, planning and environmental management. David James, Australasian Journal of Environmental Management Cost Benefit Analysis (CBA) is one of the most useful tools of applied economics for the social appraisal of public projects and government policies. Nick Hanley and Edward Barbier show how CBA can be applied to environmental policy choice and environmental resource management. They cover the conceptual underpinnings of CBA, practical methods for applying CBA, and a wide range of case study applications from Europe, North America and developing countries. Issues such as the value of ecosystem services and the special problems posed for CBA by environmental management are brought into close focus. The textbook is aimed at students on inter-disciplinary courses as well as those studying environmental economics, welfare economics and public policy. It will also be of interest to people in the policy community, NGOs and consultancy sectors.
