The event is the breaking of the Portuguese monopoly on Asian trade in the seventeenth century by English and Dutch mercantile interests. This change the author demonstrates, was not simply the triumph of the new powers over the old. Rather, the Dutch--English victory heralded a structural change in international trade: the triumph of entrepreneurial capitalism over the older economic mode of the "peddler-merchant." Professor Steensgaard's study is divided into two major parts. The first examines the economic and political structure of the seventeenth century institutions in the Near East, Portugal, England, and the Netherlands. The author demonstrates that the rise to preeminence of the English and Dutch East India Companies over the Portuguese "State of India" was the result of the superior economic and bureaucratic organization of the former. The eclipse of Portuguese power in general, the author argues, is best understood as an institutional failure–an inability to adapt to changing patterns and demands of economic life. The second part of Professor Steensgaard's study provides a detailed historical account of an important event in the fall of the Portuguese trading empire–the loss of the city of Hormuz in 1622. Hormuz, located at a strategic point at the entrance of the Persian Gulf, was a central port city on the Asian trade route. It fell to an English and Persian force. The author demonstrates why this event exemplifies the Portuguese institutional weaknesses that are discussed in the first part of the book.

Four essays throw light on the activities of the Indian business community in Russia. Generally Indians came to Russia via Iran. There they took a boat, crossed the Caspian Sea and reached the Russian port of Astrakhan. Indian visitors included Hindus (including Jains), Muslims, Christians, Parsis among others. Hindus constituted the largest segment of the migrants. They became an object of local curiosity because of their rituals and social practices. They also became an object of jealousy. Indians did not enjoy political and administrative support as the European East India Companies did. Occasionally local rulers consulted them and sought their advice. Three essays deal with Indian traders in Iran in the seventeenth and eighteenth centuries. One essay discusses trade between India and Iran in the fifteenth century. There are papers discussing activities of Indian traders in West Asia, Yemen and South East Asia in the seventeenth and eighteenth centuries. The conclusion focuses on Indian merchants and the Indian Ocean in medieval times. The author concludes that Indian traders did not enjoy political and royal support, essential for success. He also affirms that crossing the seas did not lead to social boycott by their caste-men. This taboo came much later, probably with the advent of British rule in the nineteenth century.

Taken together, these essays underscore both the prosperity and vitality of Indian trade in the seventeenth century as well as its inherent fragility in the face of political uncertainty and unrestrained competition in the succeeding years. The conclusions arrived at, tend to reinforce some of the better known propositions about the nature and orientation of pre-modern Indian trade and the making of its material context. Individually, the essays constitute important interventions in ongoing debates about the extent and logic of Mughal decline, the benevolence of the Mughal state towards matters maritime and about the relative importance of European trade vis-à-vis Asian trade in the economy of eighteenth century Bengal. The Introduction attempts to identify these interventions and knit the essays around the current debates on the eighteenth century crisis in Indian history. The introduction, will help to situate the relevance of the French connection in the complex trading grid of the Indian Ocean. The fact that the French were the most serious rivals of the English for empire and very nearly succeeded in the imperial game is often obscured in the flush of English victories. In terms of the historiography on maritime India, this has meant a subtle neglect of French language sources in the reconstruction of the trading world of the Indian merchant and seafarer. That this omission is entirely unwarranted is amply borne out by Indrani Ray's analysis of French archival sources and documents like the Roques' manuscript, which in terms of both range and detail is of enduring value.
