In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

Recent literature on EU legislative politics has increasingly examined decision-making within the EU institutions, but has largely overlooked how these internal processes react and adapt to changes in relations between the EU bodies. To fill this gap the authors present a series of empirical studies that examine how shifts in inter-institutional rules and procedures affect intra-institutional politics. They show that the resulting intrainstitutional adaptations may in turn both have distributive consequences and affect the efficiency of the initial inter-institutional reforms. In addition, they provide some stepping stones for theory-building on how treaty reforms affect organizational structure and decision-making within the EU institutions by outlining a series of mediating variables that link these two types of change processes. Book excerpt: Analysing the distribution of power among political actors is at the heart of political science. I propose a way of analysing changes to the institutional equilibrium of the EU institutions as well as changes in the relationship between the supranational level and the member states from a historical perspective. At the core of the paper is a new dataset that allows us to trace changes to the EU treaties from 1958 to date. The findings are largely in line with what we know from the existing literature: Supranational actors, namely the European Parliament and the Commission have gained power, while the intergovernmental mode of decision-making has subsequently become more limited, thereby weakening the Council. Additionally, the expanding number of policy areas has strengthened the supranational level. The specific contribution of this paper is the transparent and replicable way in which I am able to reveal and map these changes. The dataset could function as a starting point for both qualitative and quantitative studies of European Integration. The dataset is available from the author upon request and will be made public on his website in due time.

Brown engages in analysis of how the United States and the European Union have responded to the so-called rise of China through an examination of how policymakers’ perceptions of China have changed over time and influenced their policy choices. This study undertakes rigorous analysis of how these perceptions have evolved between 1989 and 20092016, offering a comparative perspective on the similarities and differences between the policy discourse and behaviour within these two Western powers. Brown argues that ‘China’s rise’ is a contested notion, with varied perceptions of how the implications of China’s ascendancy have shaped policy preferences in ways that are inconsistent with concerns over the threat of an impending power-transition. Combining concepts and methods derived from IR and FPA, the book examines the linkages between great power politics and policymakers’ competing interpretations of key international actors, and their influence upon foreign policies. With the expansion of the EU's powers into domains falling within the scope of the Area of Freedom, Security and Justice, liberty and its relation to security has brought a new range of issues, struggles and debates. Acts of political violence labelled as 'terrorism' and human mobility at the European and international levels have justified the construction of these phenomena as threats to the security and safety of the nation state. They have legitimised the development of normative responses that go beyond traditional configurations and raise fundamental dilemmas for the security and liberty of the individual. This paper assesses the ways in which the notions and perceptions of security and insecurity in the EU have evolved as political values and legal/policy goals, and how they are being transformed. It aims at synthesising the results of the research conducted since 2004 by the Justice and Home Affairs Section of CEPS through the CHALLENGE project (Changing Landscape of European Liberty and Security).
