It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

Bangladesh has experienced remarkable economic growth rates over the last decade. The country has recently been upgraded from a low-income country (LIC) to a lower-middle-income country (LMIC) as per the World Bank’s classification system. By 2024, the country also aspires to graduate from the United Nation’s list of least developed countries (LDC). The 7th five-year plan sets an ambitious target of 8 percent growth in GDP by 2020. There are also steep development targets to be achieved under the Sustainable Development Goals (SDGs) by 2030. All these will require an enormous leap forward from the current level of economic growth rate and sustaining it in the future. The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.

This study seeks therefore to explain how East Asian governments and employers have attempted to manage this workforce. It also explores the extent to which workers are able to challenge management decisions and insert working-class agendas into public policy. Beneath the Miracle moves beyond current explanations for the weakness of East Asian labor movements which emphasize Confucianist culture, material welfare gains, and political repression. It shows that the organizational capacity of workers has been more fundamentally undercut first by the nature of emergent East Asian employment systems, and second by the sequencing of developmental change, with political controls preceding rapid industrialization and preempting political and union organization of the growing industrial workforce. Deyo undertakes an incisive cross-national comparison of employment systems and explores anomalous situations, such as that in Hong Kong, where labor is politically weak even under minimal state controls, and that in South Korea, where labor is in a stronger position despite far stricter regulation. Beneath the Miracle offers a fresh and compelling comparative analysis of Asian labor movements which could lead to a reassessment of many other developmental issues in East Asia. Such insight is intended to lead to better protection of migrants and to help maximize the economic benefits from migration for all parties and ultimately to help improve the experience of South Asian migrant workers going abroad for employment. The majority of South Asian migrant workers (from Bangladesh, India, Pakistan and Nepal) journey abroad for jobs in the Gulf Cooperation Council (GCC) countries of Kuwait, Qatar, Saudi Arabia and the United Arab Emirates (UAE) but also to jobs in India and Malaysia. The labour market trends analysis entailed a series of studies in the six major countries of destination (India, Kuwait, Malaysia, Qatar, Saudi Arabia and the UAE) to determine the current labour migration framework conditions and assess future demand. Then a series of studies in countries of origin was conducted to describe their migration profiles in the context of the destination countries studies. This report is a consolidation and analysis of the findings from the six individual destination country studies and related literature. The studies examined the labour demand in countries of destinations, the present and emerging relationships between national economies, employment characteristics and labour demand and how various migrant labour policies translate into different forms of preference or restriction. The actual characteristics of migrant labour in countries of destinations, the filtering and distorting mechanisms of the recruitment mechanisms and the way the migrant labour preparation and recruitment.
