Although it was hoped that the Convention would have a significant and positive impact on the lives of all children, this has not happened in many parts of the world. This edited volume, based on empirical research and Non-Governmental Organisation project data, explores the progress of the Convention on the Rights of the Child, and to a lesser extent, the African Charter on the Rights and Welfare of the Child, in nine African countries in the 25 years since it was adopted by the UN General Assembly. In many developing countries, less than half of all primary school students have enrolled by age six, and many do not enroll until age eight or nine. This paper uses data from the Ghana Living Standards Survey to explore this phenomenon. The authors develop a number of explanations for delayed primary school enrollment in Ghana, but their main focus is on nutrition. They find that infant and child malnutrition has a major impact on the age at which children enroll in school. They argue that chronically malnourished children tend to be kept out of school by their parents because they perform poorly and the benefit to them of schooling is therefore low. Chronic malnutrition, which is extensive in Ghana, has been shown to stunt growth, retard mental development, and reduce motivation and energy levels. Because growth can eventually compensate for the initial retardation caused by malnutrition, the authors suggest that there may be an QUOTEoptimal ageQUOTE of primary school enrollment for malnourished children that is higher than that for other children. The authors also explore the effects of malnutrition on the number of years of schooling completed. By taking enrollment age into account when analyzing the statistics on dropouts, the authors are able to remedy a major shortcoming of previous studies. They thus develop a method of identifying the further negative effects of malnutrition even when delayed enrollment is common.

Book excerpt: The Department for International Development has successfully supported developing countries in progress against goals of universal enrolment in primary education and improved educational prospects for girls. DFID's 22 priority countries have made significant progress towards universal enrolment: from typically 50 per cent of children or lower in the mid-1990s to 70 per cent to 90 per cent now. But pupil drop-out is high; typical drop-out rates are 10 per cent to 15 per cent in year one and completion of primary education is low, ranging from 57 per cent of children in Nepal to 17 per cent in Malawi. Because pupil and teacher attendance is poor, there are insufficient teaching hours. And, although pupil attainment has been poorly measured, the information that is available shows low levels of literacy and numeracy. since 2001 DFID, along with other donors and recipient governments, has focused on enrolment more than the quality of education. It has started to redress this imbalance but needs to focus more on key factors like teacher and pupil attendance, quality and attainment in its interventions. Typically, salaries - mostly those of teachers - consume 90 per cent of education budgets in developing countries, yet pay is not routinely monitored. Wage-bills have reached levels which limit the affordability of educational expansion in DFID priority countries. There are other opportunities to work with governments to help raise cost-effectiveness: non-formal education initiatives designed to reach remote or migrant communities have features which could be applied successfully in formal schools.

Book excerpt: This book describes the nature of trafficking in persons in West Africa, focusing on labor and sexual exploitation in the region, and recommends tailor-made solutions established by the Catholic Church in light of governmental authorities’ failure to effectively combat this scourge of humanity. While states’ efforts to fulfill their international obligations in developing anti-trafficking legislations are recognized, their failure to carry out prosecutions of offenders and ensure protection of the victims reveals that law alone is not a sufficient instrument for realizing human rights and improving people’s lives. Faced with the sobering background of less than successful efforts by governmental entities to end the trade in humans, this research study recommends adopting essential elements of Catholic social teaching, which rests on the inherent dignity of human beings allowing the development of political, socio-cultural, and religious reforms that will increase the effectiveness of existing legislation designed to combat trafficking. This faith-based approach highlights the role that religion may play in fulfilling the discretionary provisions of the Palermo Protocol by promoting the welfare and protecting the life and dignity of the victims. Additionally, religion is composed of sound moral ethics that determine people's behavior to refrain from the sinful conduct of trafficking. It also creates a sense of ethical responsibility that promotes supply chain transparency and ethical purchasing as well as advocating social reforms and anti-trafficking legislations initiatives. In fact, the author's approach, may be a model for other regions in the world and will be of interest to scholars, law and policy makers, human rights advocates and law enforcement agents working in the field of trafficking in persons.

They represent almost 40% of all primary school-aged children. This situation has come to be called the "global learning crisis" and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.

Book excerpt: This paper is the product of a collaboration between the Food and Agriculture Organization of the United Nations (FAO) and Wageningen University and Research (WUR) to explore the potential application of innovative technologies to improve data collection and risk estimation of child labour in the cocoa sector. In particular, it assesses the potential role of blockchain technology and Geographic Information Systems (GIS) in collecting and sharing data on cocoa-growing areas in Ghana, and how this could contribute to monitoring and ultimately preventing child labour in those areas. During an inception mission undertaken by FAO in Ghana, open consultations with various stakeholders in the cocoa sector led to the identification of a number of Key Data Elements (KDEs) to inform the design of a blockchain system, with the objective to facilitate real-time, cost-efficient and collaborative monitoring of the risk of child labour in cocoa-growing areas in Ghana. WUR was commissioned by the FAO to further explore the potential application of blockchain technology and GIS to monitor selected KDEs related to the root causes of child labour in Ghana. Despite decades of interventions since the ratification of the Harkin-Engel Protocol in 2001 to eliminate child labour in the cocoa sectors of Côte d'Ivoire and Ghana, the latest progress report shows child labour in this sector is increasing rather than decreasing (Sadhu et al., 2020). This trend is concerning, given the detrimental effects of child labour on children’s lives, education and health and the perpetuated cycle of poverty as a result. To break this trend, it is necessary to expand and improve current methods of tracking the incidence of child labour (monitoring) and explore more sustainable ways to support rural families to keep children out of child labour (prevention). To that end, technology, digitalization, and digital innovations have a role in poverty reduction and improving living standards in developing countries, however, political and socio-economic problems can hinder these technological fixes. With smallholder cocoa producers being the most vulnerable actors within this value chain, the implementation of technological monitoring systems is not a clear-cut route. Participation and engagement depend not only on the perception of the advantages to farmers and community, but also on issues that impact the adoption and use of information and communication technologies (ICT).
