Dominant policy narratives on inclusive growth assume a sequential logic whereby returns to growth are used to invest in socially inclusive policies. By focusing more on redistribution of access to opportunities in the modern economy, Tamil Nadu has sustained a relatively more inclusive and dynamic growth process. Democratization of economic opportunities has made such broad-based growth possible even as interventions in social sectors reinforce the former. The book thus also speaks to the nascent literature on the relationship between the logic of modernisation and status based inequalities in the global South.

This book offers a description and an interpretation of preferential marriages with close kin in South India, as they used to be arranged and experienced in the recent past and as they are increasingly discontinued in the present. Clark-Decès presents readers with a focused anthropology of this waning marriage system: its past, present, and dwindling future. The book takes on the main pillars of Tamil social organization, considers the ways in which Tamil intermarriage establishes kinship and social rank, and argues that past scholars have improperly defined "Dravidian" kinship. Within her critique of past scholarship, Clark-Decès recasts a powerful and vivid image of preferential marriage in Tamil Nadu and how those preferences and marital rules play out in lived reality. What Clark-Decès discovers in her fieldwork are endogamous patterns and familial connections that sometimes result in flawed relationships, contradictory statuses, and confused roles. Book excerpt: British rule of India brought together two very different traditions of scholarship about language, whose conjuncture led to several intellectual breakthroughs of lasting value. Two of these were especially important: the conceptualization of the Indo-European language family by Sir William Jones at Calcutta in 1786—proposing that Sanskrit is related to Persian and languages of Europe—and the conceptualization of the Dravidian language family of South India by F.W. Ellis at Madras in 1816—the "Dravidian proof," showing that the languages of South India are related to one another but are not derived from Sanskrit. These concepts are valid still today, centuries later. This book continues the examination Thomas R. Trautmann began in Aryans and British India (1997). While the previous book focused on Calcutta and Jones, the current volume examines these developments from the vantage of Madras, focusing on Ellis, Collector of Madras, and the Indian scholars with whom he worked at the College of Fort St. George, making use of the rich colonial record. Trautmann concludes by showing how elements of the Indian analysis of language have been folded into historical linguistics and continue in the present as unseen but nevertheless living elements of the modern.

Yet state capacity improvements are often difficult to achieve. This Element analyzes the historical origins of state capacity. It evaluates long-run state development in Western Europe - the birthplace of both the modern state and modern economic growth - with a focus on three key inflection points: the rise of the city-state, the nation-state, and the welfare state. This Element develops a conceptual framework regarding the basic political conditions that enable the state to take effective policy actions. This framework highlights the government's challenge to exert proper authority over both its citizenry and itself. It concludes by analyzing the European state development process relative to other world regions. This analysis characterizes the basic historical features that helped make Western Europe different. Passions of the Tongue analyzes the discourses of love, labor, and life that transformed Tamil into an object of such passionate attachment, producing in the process one of modern India's most intense movements for linguistic revival and separatism. Sumathi Ramaswamy suggests that these discourses cannot be contained within a singular metanarrative of linguistic nationalism and instead proposes a new analytic, "language devotion." She uses this concept to track the many ways in which Tamil was imagined by its speakers and connects these multiple imaginings to their experience of colonial and post-colonial modernity. Focusing in particular on the transformation of the language into a goddess, mother, and maiden, Ramaswamy explores the pious, filial, and erotic aspects of Tamil devotion. She considers why, as its speakers sought political and social empowerment, metaphors of motherhood eventually came to dominate representations of the language.

Book excerpt: Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world’s federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. To expand the repertoire of how even unitary states can respond to territorially concentrated minorities with some secessionist desires, the authors develop a revised theory of federacy and show how such a formula helped craft the recent peace agreement in Aceh, Indonesia. Empirically thorough and conceptually clear, Crafting State-Nations will have a substantial impact on the study of comparative political institutions and the conception and understanding of nationalism and democracy.
