Available in PDF, EPUB and Kindle. Book excerpt: Manski argues that public policy is based on untrustworthy analysis. Failing to account for uncertainty in an uncertain world, policy analysis routinely misleads policy makers with expressions of certitude. Manski critiques the status quo and offers an innovation to improve both how policy research is conducted and how it is used by policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: This thoroughgoing study of international secretariats might be entitled "What the International Civil Servant Really Does," as opposed to what he or she should do or is believed to do. The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats--size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.

Book excerpt: This collection of essays reflects both the diversity of the group's work and the common thread that runs through it. The core claim here is that the DCFR, despite the Commission's characterization of its proposals as purely technical, cannot escape politics. The intent is to critically identify and evaluate the model of social justice underlying the DCFR.

Book excerpt: Since World War II, national and international policy makers have been confronted by a growing number of complex problems the resolution of which hangs, to a significant degree, on scientific knowledge or technical insights. This puts a premium on the quality and clarity of scientific/technical advice they receive. From their vantage points as scientists, policy makers or science advisors from both East and West, the authors of this book examine the issues involved in science for public policy and explore ways to improve the quality and timeliness of the scientific advice available to decision makers. Environmental problems provide much of the focus for the analysis.

Available in PDF, EPUB and Kindle. Book excerpt: Essays by a diverse and distinguished group of historians, political scientists, and sociologists examine the alarms, emergencies, controversies, and confusions that have characterized America's Cold War, the post-Cold War interval of the 1990s, and today's "Global War on Terror." This "Long War" has left its imprint on virtually every aspect of American life; by considering it as a whole, The Long War is the first volume to take a truly comprehensive look at America's response to the national-security crisis touched off by the events of World War II. Contributors consider topics ranging from grand strategy and strategic bombing to ideology and economics and assess the changing American way of war and Hollywood's surprisingly consistent depiction of Americans at war. They evaluate the evolution of the national-security apparatus and the role of dissenters who viewed the myriad activities of that apparatus with dismay. They take a fresh look at the Long War's civic implications and its impact on civil-military relations. More than a military history, The Long War examines the ideas, policies, and institutions that have developed since the United States claimed the role of global superpower. This protracted crisis has become a seemingly permanent, if not defining aspect of contemporary American life. In breaking down the old and artificial boundaries that have traditionally divided the postwar period into neat historical units, this volume provides a better understanding of the evolution of the United States and U.S. policy since World War II and offers a fresh perspective on our current national security predicament.

The world of nation-states is much more diverse than previously realized; only a small number of the 185 independent countries are truly homogeneous. With the end of the cold war, the relative importance of ethnic conflicts as a threat to international peace and stability is far greater. An international set of scholars collaborate in this volume to explore policy alternatives which can contribute towards the accommodation of cultural diversity.
