Book excerpt: The modern state – First and Third Worlds alike – pushes tirelessly to expand mass education and to deepen the schools’ effect upon children. First published in 1991, Growing-Up Modern explores why, how, and with what actual effects state actors so vehemently pursue this dual political agenda. Bruce Fuller first delves into the motivations held by politicians, education bureaucrats and civic elites as they earnestly seek to spread schooling to younger children, older adults and previously disenfranchised groups. Fuller argues that the school provides an institutional stage on which political actors signal their ideals and the coming of greater modernity; broadening membership in the polity, promising mass opportunity in the wage sector, intensifying modern (bureaucratic) forms of school management, and deepening a presumed commitment to the child’s individual development. Fuller advances a theory of the ‘fragile state’ where Western political expectations and organisations are placed within pluralistic Third World settings, using southern Africa as an example of the dilemmas faced by the central state.

Available in PDF, EPUB and Kindle. Book excerpt: Contrary to conventional wisdom that equates rural economies with agriculture, rural residents in developing countries often rely heavily on activities other than farming for their income. Indeed, nonfarm work accounts for between one-third and one-half of rural incomes in the developing world. In recent years, accelerating globalization, increasing competition from large businesses, expanding urban markets for rural goods and services, and greater availability of information and communication technology have combined to expose rural nonfarm businesses to new opportunities as well as new risks. By examining these rapid changes in the rural nonfarm economy, international experts explore how the rural nonfarm economy can contribute to overall economic growth in developing countries and how the poor can participate in this rapidly evolving segment of the economy. The authors review an array of recent studies of the rural nonfarm economy in order to summarize existing empirical evidence, explore policy implications, and identify future research priorities. They examine the varied scale, structure, and composition of the rural nonfarm economy, as well as its relationship with agricultural and urban enterprises. And they address key questions about the role of public intervention in the rural nonfarm economy and how the rural poor can participate in and navigate the rapid transition underway in rural areas. The contributors offer new insights to specialists in rural development and to others interested in overall economic development.

Available in PDF, EPUB and Kindle. Book excerpt: Explores the role of government policy in economic development in the Republic of Korea. The Republic of Korea has achieved economic success on many fronts. Real GNP has tripled every decade since the 1960s. A dynamic and flexible manufacturing sector now dominates the economy. The benefits of growth have been widely distributed, with a sharp decrease in poverty. This study, like others in the series, seeks to draw lessons from such success and to identify and analyze the policies behind this strong economic performance. Koreas development strategy and macroeconomic performance are outlined in Part I. Several factors are seen to underlie strong growth, including the maintenance of a stable macroenvironment, flexible and pragmatic policies, and investment in infrastructure and human capital. Part II assesses the role played by industrial policy since 1961. Particular attention is given to the Heavy and Chemical Industry (HCI) drive, launched in 1973 to diversify and upgrade Koreas industrial sector. The authors note that while the HCI has been largely successful, it also has been very costly, particularly to the financial sector. Part III outlines the role of institutions and the close relationships among the government, the bureaucracy, and business. The key to Koreas rapid development, according to the authors, was the governments commitment to growth and its early focus on equity and wide distribution of the gains from growth. The authors also laud the efficiency and effectiveness of Koreas public and private sector institutions, which they see as models for all developing nations.
