Available in PDF, EPUB and Kindle. Book excerpt: A major budget reform proposal that is being studied, and has been implemented within the Department of Defense (DoD) is biennial budgeting. The Fiscal Year (FY) 1986 Defense Authorization Act directed DoD to submit two-year defense budgets beginning in FY 1988. Although a relatively new development for the Federal Government, many State Governments have used biennial budgeting for years. Although budget size, scope, procedure, and form vary among States and between States and the Federal Government, certain successful attributes of biennial budgeting at the State level may be applied to biennial budgeting at the Federal level. The purpose of this thesis is to provide an overview and analysis of biennial budgeting within DoD and the Federal Government. This study examines the effects of biennial budgeting on the Department of the Navy's budget planning and implementation process and Program Objectives Memorandum development. The realized benefits and limitations of biennial budgeting since DoD became the first Federal agency to prepare two-year budgets are also explored. Biennial budgeting at the Federal and State levels are compared, including a discussion of relevant attributes of State biennial budgeting experiences that may be applied to the Federal Budgeting process.

The Department is producing the AFR as an alternative to the consolidated Performance and Accountability Report (PAR) under the Office of Management and Budget (OMB) Pilot Program for Alternative Approaches to Performance and Accountability Reporting. This approach is intended to improve performance reporting by presenting it in a more accessible and informative format, and provide more complete performance information given the additional time to collect actual year-end performance data.

Book excerpt: The absence of legislation to reduce the federal budget deficit by at least $1.2 trillion triggered the sequestration process in section 251A of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA), as amended. Pursuant to the BBEDCA, the President ordered sequestration of budgetary resources across non-exempt federal government accounts on March 1, 2013. The Office of Management and Budget (OMB) estimated that the Dept. of Defense (DOD) would be required to take a 7.8% reduction in nonexempt defense discretionary funding. However, the Consolidated and Further Continuing Appropriations Act, 2013 provided DOD with a full appropriation for the remainder of FY 2013. This report describes the extent to which (1) DOD developed plans and methodologies to implement spending reductions in light of the Budget Control Act of 2011 and relevant guidance, including identifying potential impacts on U.S. military capabilities and DOD personnel; and (2) DOD has made use of any reprogramming and transfer authorities to manage spending reductions during FY 2013.
