It tells the story of the antecedents and origins of WFP and growth from modest beginnings as a three-year experiment in 1963-65 to become the main source of international food aid for both disaster relief and development against the background of the evolution and development of food aid. This dual role has put WFP in the front line of the United Nations attack on poverty, hunger and food insecurity.

Available in PDF, EPUB and Kindle. Book excerpt: A century ago, only local charities existed to feed children. Today 368 million children receive school lunches in 151 countries, in programs supported by state and national governments. In Feeding the Future, Jennifer Geist Rutledge investigates how and why states have assumed responsibility for feeding children, chronicling the origins and spread of school lunch programs around the world, starting with the adoption of these programs in the United States and some Western European nations, and then tracing their growth through the efforts of the World Food Program. The primary focus of Feeding the Future is on social policy formation: how and why did school lunch programs emerge? Given that all countries developed education systems, why do some countries have these programs and others do not? Rutledge draws on a wealth of information—including archival resources, interviews with national policymakers in several countries, United Nations data, and agricultural statistics—to underscore the ways in which a combination of ideological and material factors led to the creation of these enduringly popular policies. She shows that, in many ways, these programs emerged largely as an unintended effect of agricultural policy that rewarded farmers for producing surpluses. School lunches provided a ready outlet for this surplus. She also describes how, in each of the cases of school lunch creation, policy entrepreneurs, motivated by a commitment to alleviate childhood malnutrition, harnessed different ideas that were relevant to their state or organization in order to funnel these agricultural surpluses into school lunch programs. The public debate over how we feed our children is becoming more and more politically charged. Feeding the Future provides vital background to these debates, illuminating the history of food policies and the ways our food system is shaped by global social policy.

Book excerpt: Published in 1997, this book traces the development of European Food Aid Policy from its inception in the 1960s through to the 1990s. This covers the change from a surplus disposal programme in the early days to the present policy. The European Food Aid Policy is one of the few areas of development policy that is European rather than national in character. John Cathie therefore also examines the links forged with non-governmental organizations at an international level, for food aid and humanitarian operations.

Each year the media report what appears to be growing concern related to illness caused by the food consumed by Americans. These food borne illnesses are caused by pathogenic microorganisms, pesticide residues, and food additives. Recent actions taken at the federal, state, and local levels in response to the increase in reported incidences of food borne illnesses point to the need to evaluate the food safety system in the United States. This book assesses the effectiveness of the current food safety system and provides recommendations on changes needed to ensure an effective science-based food safety system. Ensuring Safe Food discusses such important issues as: What are the primary hazards associated with the food supply? What gaps exist in the current system for ensuring a safe food supply? What effects do trends in food consumption have on food safety? What is the impact of food preparation and handling practices in the home, in food services, or in production operations on the risk of food borne illnesses? What organizational changes in responsibility or oversight could be made to increase the effectiveness of the food safety system in the United States? Current concerns associated with microbiological, chemical, and physical hazards in the food supply are discussed. The book also considers how changes in technology and food processing might introduce new risks. Recommendations are made on steps for developing a coordinated, unified system for food safety. The book also highlights areas that need additional study. Ensuring Safe Food will be important for policymakers, food trade professionals, food producers, food processors, food researchers, public health professionals, and consumers.

Book excerpt: First Published in 1993, this is part of the Graduate Institute of International Studies, Geneva series. This study which looks at whether scholars of international politics attempt to understand cooperative behavior in the light of the theories developed by the observers of both conflict and of cooperation. This volume expands the short list of such works and does so with insight, a wide range of scholarship and a willingness to test particular cases against existing theory. The author has written a book which expands the knowledge of, but also a thoughtful improvement of existing theoretical approaches. Uvin's universe of enquiry excludes military power and its application. It concentrates on the long-term, complex organization of cooperative transnational behavior and its rationale. Its focusses on functional issues involving world hunger, a haunting background and result, and perhaps even one cause, of the dreadful violence that characterizes our world even as the threat of catastrophic nuclear warfare has declined.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the persistence of poverty - both rural and urban - in developing countries, and the response of local governments to the problem, exploring the roles of governments, NGOs, and CSOs in national and sub-national agenda-setting, policy-making, and poverty-reduction strategies. It brings together a rich variety of in-depth country and international studies, based on a combination of original data-collection and extensive research experience in developing countries. Taking a bottom-up and multi-dimensional perspective of poverty and well-being as the starting point, the authors develop a convincing set of arguments for putting the priorities of poor people first on any development agenda, thus carving out an undisputable role for local governance in interplay with higher-up governance actors and institutions.
