Available in PDF, EPUB and Kindle. Book excerpt: Homeland Security Presidential Directive - 7 (December 2003) established the requirement to protect national critical infrastructures against acts that would diminish the responsibility of federal, state, and local government to perform essential missions to ensure the health and safety of the general public. HSPD-7 identified the Emergency Services as a national critical infrastructure sector that must be protected from all hazards. The Emergency Management and Response-Information Sharing and Analysis Center (EMR-ISAC) activities support the critical infrastructure protection and resilience of Emergency Services Sector departments and agencies nationwide. The fire service, emergency medical services, law enforcement, emergency management, and 9-1-1 Call Centers are the major components of the Emergency Services Sector. These components include search and rescue, hazardous materials (HAZMAT) teams, special weapons and tactics teams (SWAT), bomb squads, and other emergency support functions. This Job Aid is a guide to assist leaders of the Emergency Services Sector (ESS) with the process of critical infrastructure protection (CIP). The document intends only to provide a model process or template for the systematic protection of critical infrastructures. It is not a CIP training manual or a complete road map of procedures to be strictly followed. The CIP process described in this document can be easily adapted to assist the infrastructure protection objectives of any community, service, department, agency, or organization.

Available in PDF, EPUB and Kindle. Book excerpt: This edition of Critical Infrastructure presents a culmination of ongoing research and real-work experience, building upon previous editions. Since the first edition of this work, the domain has seen significant evolutions in terms of operational needs, environmental challenges and threats – both emerging and evolving. This work expands upon the previous works and maintains its focus on those efforts vital to securing the safety and security of populations. The world continues to see a shift from a force-protection model to one more focused on resilience. This process has been exacerbated and challenged as societies face increased instability in weather and arguably climate, a destabilized geopolitical situation, and continuing economic instability. Various levels—ranging from international oversight to individual actions—continue to work towards new approaches and tools that can assist in meeting this challenge. This work keeps pace with the key changes that have occurred since previous editions and continues to provide insight into emerging and potential issues. Expanding from historical research, major areas of interest such as climate change, regulatory oversight, and internal capacity building are explored. This work provides a reference for those that are working to prepare themselves and their organizations for challenges likely to arise over the next decade. In keeping with the fast-changing nature of this field, Critical Infrastructure: Homeland Security and Emergency Preparedness, Fourth Edition has been completely revised and fully updated to reflect this shift in focus and to incorporate the latest developments. Presents an overview of some of the emerging challenges and conflicts between the public and private sector; Continues to build the case for organizations to adopt an intelligence-driven and adaptive approach to protecting infrastructure; Presents a unique and new perspective of re-examining baseline requirements against a range of shifting factors, taking a balanced approach between risk-based planning and consequence management; Expands upon the issue of internal and lone-wolf threats that pose additional challenges to a system that continues to focus largely on external threats; and An enhanced and improved view of interdependencies in an increasingly inter-connected and network-enabled world. Preparing for the challenges of increasingly unstable threat and operating environments will pose challenges at all levels. Those involved in ensuring that critical infrastructure protection and assurance efforts function effectively and efficiently—whether as government regulators, business operators, clients of various infrastructure sectors or those seeking to maintain an accountable system – will find insights into less-explored aspects of this challenging field.

Book excerpt: The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The 14 papers of this book present a collection of pieces of scientific work in the areas of critical infrastructure protection. In combining elementary concepts and models with policy-related issues on one hand and placing an emphasis on the timely area of control systems, the book aims to highlight some of the key issues facing the research community.

Book excerpt: What should the next improvement project be that is related to Critical infrastructure protection? Are there any disadvantages to implementing Critical infrastructure protection? There might be some that are less obvious? Is a fully trained team formed, supported, and committed to work on the Critical infrastructure protection improvements? What are the compelling business reasons for embarking on Critical infrastructure protection? How do we measure improved Critical infrastructure protection service perception, and satisfaction? Defining, designing, creating, and implementing a process to solve a business challenge or meet a business objective is the most valuable role... In EVERY company, organization and department. Unless you are talking a one-time, single-use project within a business, there should be a process. Whether that process is managed and implemented by humans, AI, or a combination of the two, it needs to be designed by someone with a complex enough perspective to ask the right questions. Someone capable of asking the right questions and step back and say, 'What are we really trying to accomplish here? And is there a different way to look at it?' For more than twenty years, The Art of Service's Self-Assessments empower people who can do just that - whether their title is marketer, entrepreneur, manager, salesperson, consultant, business process manager, executive assistant, IT Manager, CxO etc... - they are the people who rule the future. They are people who watch the process as it happens, and ask the right questions to make the process work better. This book is for managers, advisors, consultants, specialists, professionals and anyone interested in Critical infrastructure protection assessment. Featuring 609 new and updated case-based questions, organized into seven core areas of process design, this Self-Assessment will help you identify areas in which Critical infrastructure protection improvements can be made. In using the questions you will be better able to: - diagnose Critical infrastructure protection projects, initiatives, organizations, businesses and processes using accepted diagnostic standards and practices - implement evidence-based best practice strategies aligned with overall goals - integrate recent advances in Critical infrastructure protection and process design strategies into practice according to best practice guidelines Using a Self-Assessment tool known as the Critical infrastructure protection Scorecard, you will develop a clear picture of which Critical infrastructure protection areas need attention. Included with your purchase of the book is the Critical infrastructure protection Self-Assessment downloadable resource, containing all 609 questions and Self-Assessment areas of this book. This helps with ease of (re-)use and enables you to import the questions in your preferred Management or Survey Tool. Access instructions can be found in the book. Available in PDF, EPUB and Kindle. Book excerpt: The world is growing more interconnected every day, spun with fiber optic cable, electric power lines, transportation and water networks. Gorman provides a detailed analysis of the pattern of telecommunications networks and their interrelationships with other infrastructure. The work is truly interdisciplinary in scope, and provides planners, policy makers, security analysts, and infrastructure managers and educators in all of these fields with an invaluable resource in terms of a rich database, a methodology, and process for assembling, analyzing and portraying information on key infrastructure assets. This work emphasizes space and place in understanding interconnectivity of physical infrastructure, integrating policy and geography as well as providing an important complement to engineering approaches to interconnected infrastructure. He presents the readers with a broad set of questions and how they can be addressed about threats, risk and vulnerability and policy options for their reduction. This is a rare book of its kind, and joins a growing literature on how complexity is a key factor in understanding and setting policies for the services upon which our society depends. Rae Zimmerman, New York University, US The concepts of Critical Infrastructure Protection are radically redefining the relationship between the public and private sectors in terms of both our national and economic security. Networks, Security and Complexity is a worthy contribution in defining and advancing many of these concepts. The author is among the vanguard of rising young scholars who will assist this nation in thinking through the significant security challenges faced in the age of information and asymmetric threat. John A. McCarthy, George Mason University School of Law, US This volume on complex networks opens surprising perspectives for the interested reader, either a scientist or a policymaker. It describes and analyzes in a convincing way the significance of critical infrastructures, be it internet or transport connections. Due insight into the existence and emergence of such infrastructures is a prerequisite for an effective security policy. This study presents a model-based, operational framework for identifying critical domains in dynamic networks. The various concepts are illustrated by means of empirical case examples. Peter Nijkamp, VU University Amsterdam, The Netherlands The end of the 20th century witnessed an information revolution that introduced a host of new economic efficiencies. This economic change was underpinned by rapidly growing networks of infrastructure that have become increasingly complex. In this new era of global security we are now forced to ask whether our private efficiencies have led to public vulnerabilities, and if so, how do we make ourselves secure without hampering the economy. In order to answer these questions, Sean Gorman provides a framework for how vulnerabilities are identified and cost-effectively mitigated, as well as how resiliency and continuity of infrastructures can be increased. Networks, Security and Complexity goes on to address specific concerns such as determining criticality and interdependency, the most effective means of allocating scarce resources for defense, and whether diversity is a viable strategy. The author provides the economic, policy, and physics background to the issues of infrastructure security, along with tools for taking first steps in tackling these security dilemmas. He includes case studies of infrastructure failures and vulnerabilities, an analysis of threats to US infrastructure, and a review of the economics and geography of agglomeration and efficiency. This critical and controversial book will garner much attention and spark an important dialogue. Policymakers, security professionals, infrastructure operators, academics, and readers following homeland security issues will find this volume of great interest.

Book excerpt: "I loved the quotes at the beginning of each chapter – very interesting and thought-provoking. I also enjoyed the author’s style and his technical expertise shone through." Christopher Wright, Wright CandA Consulting Ltd Protecting critical information infrastructure (CII) is not an easy process. Risks need to be minimised and systems adequately protected. It is an endless balancing act, where one side is constantly on the defensive and the other on the offensive. Lessons Learned: Critical Information Infrastructure Protection aims to help you be as successful as possible in protecting your CII, and do so quickly with minimum effort, irrespective of whether you work for a critical infrastructure service provider, a company that organises the provision of critical infrastructure services, or a company that serves critical service providers. Drawing on more than 20 years of experience in the IT and cyber security sectors, the author defines critical infrastructure services and provides structured lessons for each chapter, summarising each with key takeaways, including how to: Describe the critical infrastructure service and determine its service level;Identify and analyse the interconnections and dependencies of information systems;Create a functioning organisation to protect CII; andTrain people to make sure they are aware of cyber threats and know the correct behaviour. The key message – organisations must be prepared to provide critical infrastructure services without IT systems – is reinforced in the final chapter: “We must have some way of continuing to work even if computers fail”, writes Mikko Hypponen. Available in PDF, EPUB and Kindle. Book excerpt: Since the initial inception of this book, there have been significant strides to safeguard the operations of our world’s infrastructures. In recent years, there has also been a shift to more fluid postures associated with resilience and the establishment of redundant infrastructure. In keeping with the fast-changing nature of this field, Critical Infrastructure: Homeland Security and Emergency Preparedness, Third Edition has been revised and updated to reflect this shift in focus and to incorporate the latest developments. The book begins with the historical background of critical infrastructure and why it is important to society. It then explores the current trend in understanding the infrastructure’s sensitivity to impacts that flow through its networked environment. Embracing an "all-hazards approach" to homeland security, critical infrastructure protection and assurance, and emergency management, the authors examine: The National Response Framework (NRF) and how it can be applied globally The relationships between the public and private sectors, and the growing concept of public-private partnerships The shift from the need-to-know paradigm to one based on information sharing, and the nature of necessary controls as this shift continues The need for organizations to adopt resilient planning, implementation, and decision-making processes in order to respond to changes within the threat environment What, where, why, and how risk assessments are to be performed, and why they are needed The impact of new regulation, individually applied self-regulation, industry and government regulation, and law enforcement In the final chapters, the book discusses current information sharing and analysis centers (ISACs), distributed control systems, and supervisory control and data acquisition (SCADA) systems and their challenges. It concludes by exploring current challenges associated with establishing a trusted network across various sectors—demonstrating how models of information can be categorized and communicated within trusted communities to better assure the public-private relationship.
