Book excerpt: This study attempts to provide empirical evidence on the current state of practice in Kenyan banking institutions in evaluating IT investments ex ante. Results of the survey show that the most popular investment appraisal techniques used in such evaluation in Kenyan banks are cost-benefit analysis, technical arguments, risk analysis, competition, payback period and return on investment, while the least popular are the Internal Rate of Return, computer-based techniques and Net Present Value. The fundamental conclusion of this research is that in the banking industry, the level of usage of sophisticated techniques that integrate financial and strategic analysis to appraise IT investment is low compared to the usage of “traditional” appraisal techniques that focus on the financial return of an investment. Results of this study will help to establish banking industry-wide benchmarks and best practices in IT investment evaluation, thereby assisting IT executives to make more informed decisions for future investments.

As organisations continue increasing their investment in IS, the process of evaluating potential Information Technology (IT) investments becomes an important activity for an organisation"s management. This study attempts to establish whether the choice of IT investment appraisal approaches is associated with the size of a firm using evidence from commercial banking institutions in Kenya. Results of the survey show that there is a correlation between choice of approach and firm size. Among the banking institutions in Kenya, medium-sized banks focus the most on both the strategic and analytical approaches to IT investment appraisal. Majority of small banks have adopted relatively simple economic techniques such as payback period and cost-benefit analysis, and they do not focus on the more sophisticated analytical and integrated approaches as much as the medium-sized and large banks. Finally, large banks have adopted all of the appraisal approaches explored in this study. The results of this study help to establish banking industry-wide benchmarks and best practices in IT investment evaluation, thereby assisting IT executives to make more informed decisions for future investments.

Financial liberalization and related reforms, upgrades in institutional and more recently the expansion of cross-border banking activities and the rapid development of Pan-African banking groups are signaling greater financial integration and significant changes in the African banking and financial landscape. Nonetheless, excess liquidity in many countries reflects limited lending opportunities and, despite improvements, asset quality and provisioning remain comparatively low. Dollarization has also been a persistent characteristic in several natural resource-dependent economies. This paper discusses key stylized facts and trends of banking development in SSA, looking at a variety of dimensions such as size, depth, soundness, and efficiency. It also assess the rapid expansion of pan-African banking groups, which have overtaken the role of the European and U.S. banks that had traditionally dominated banking activities in SSA, creating significant cross-border networks and becoming the largest participants in new syndicates and large bilateral loans to finance infrastructure development.

Book excerpt: "This paper explores the extent to which formal, regulated financial institutions such as banks have been able to partner with "correspondents"- commercial entities whose primary objective and business is other than the provision of financial services. The paper illustrates the case of Brazil, where banks recently have developed extensive networks of such correspondents. Such arrangements result in lower costs and shared risks for participating financial institutions, making these arrangements an attractive vehicle for outreach to the underserved. Correspondent banking requires an enabling environment to emerge, and poses some regulatory challenges and some increase in risk. While there are reasons why this model was particularly successful in Brazil, it may be replicable elsewhere if appropriate regulatory adjustments are undertaken."

It builds on the previous work measuring financial access through information from regulators, from banks, and also from users' perspectives in household surveys.

Regulations that restrict banks' ability to engage in securities activities and to own nonfinancial firms are closely associated with more instability in the banking sector, and keeping commercial banks from engaging in investment banking, insurance, and real estate activities does not appear to produce positive benefits.

Book excerpt: Policymakers in Latin America increasingly are turning to policies that have high economic rates of return and a favorable impact on income distribution. By providing financial services to small businesses and poor households -which normally lack such services- credit unions help secure growth with equity. The challenges faced by Latin America's credit unions today are likely to force them to further modernize and consolidate, fine tune their inherent advantages, improve mechanisms for prudential regulation, and find ways to increase their share of low and middle-income markets. Safe Money presents the new thinking on how credit unions can compete effectively in modern financial markets while still retaining their social mission.

Book excerpt: This technical note is the first of three addressing information technology (IT) themes and issues relevant to tax administrations. This note focuses on the use of technology in tax administrations and how to develop an information technology strategic plan (ITSP). It is intended for tax administrations that are largely manual or have outdated legacy IT systems. The second note addresses how to select an IT system for core tax administrations functions. And the third note covers implementation of a commercial-off-the-shelf (COTS) system. These technical notes are primarily for use by tax administrations that have no technology to manage their core tax processes, or their technology is limited and outdated. These notes focus on core tax functions and do not address other business systems (e.g., payroll, finance, document, and asset management systems).
