Prior to this date copper had been Obtained throughout the world in the form of sulphuret. The discoveries 'of Lake Superior were of native copper, which was a novelty in copper mining, and so improbable, according to all geological precedents, that much doubt was expressed by scientific men in regard to its reality. The facts were, however, abundantly proven. The distribution of this native copper, which seemed such a geological wonder, was principally in masses of various weight barrel work, which is strung together in adhering rock, like roots of a tree in the soil, and stamp stuff, which is disseminated through the copper bearing rock in small particles, known among miners as shot copper. Although the Jesuit fathers frequently mention the existence of copper, and even use the term mines, it is clear, from the general tenor of their narratives, that they neither saw nor knew of any actual mining in the technical sense of that word. They announced as early as the year 1636 the presence of native copper, and refer to it as having been taken from the mines. This was prior to the time when they had themselves visited the Great Lake, and their information was derived from Indians. If the expense were borne by the Crown Lands Department, the survey of many of these isolated locations at a distance from one' an other might become a great public burden, for the expense of surveying each separately would be more than the price to be obtained for the land, and as the Department could not choose for whom they would survey, but have to act for all alike, they might be subjected to the ne cessity of surveying many worthless localities for unskilful explorers. The Crown Land De partment would scarcely be justified in making a survey, unless of some considerable block of mineral land, where in addition to the chance of minerals of value, there was also some eu couragement for agricultural settlement, and this, it appears to me is the plan the Crown Land Commissioner is pursuing.
