This paper reviews four regional development initiatives over a ten-year period via a policy networks analytical model to determine the reasons for the failure to develop a strategy, and to predict the initiative most likely to result in a strategy. This model suggests that the Economic Leadership Council is the network best configured to achieve significant policy change in the Greater Vancouver context. A supplemental comparative model to Edmonton helps illuminate some of the practices and structures that have proven useful for achieving a regional economic development strategy in a multi-jurisdictional setting. This model suggests that a combination of private and public sector funding and representation helps establish a region economic development entity, and extensive consultation to build a strategy for economic development is applicable to Greater Vancouver.

Book excerpt: This document presents a specific plan for the actions to be taken by the Greater Vancouver Transportation Authority (TransLink) between 2005 & 2007 and places the plan within the context of a ten-year outlook to 2013. The actions constitute an amendment to the existing Strategic Transportation Plan for 2005-07. The document begins with an overview of the plan & outlook and an outline of the broader regional planning context along with the challenges presented by regional growth that have significantly influenced plan preparation. Section 3 reviews the state of the Greater Vancouver transportation system today. Section 4 presents & discusses the proposed actions for plans, projects, & programs to be taken 2005-07 in two areas: making transit a more viable choice and expanding the transit network to 2013. Section 5 explains the benefits of the package to transit & road users, to the economy & society, and to the environment. Section 6 reviews the likely cost & impacts of the proposed ten-year outlook, then discusses the proposed approach to funding the three-year plan initiatives. Section 7 describes how the plan will support regional initiatives related to growth, air quality, & economic development. The last section outlines next steps in plan implementation.

Available in PDF, EPUB and Kindle. Book excerpt: Policies forged by all levels of government affect the lives of urban residents. Contributors to this volume explore how intergovernmental relations shape urban policies and how various social forces are involved in - or excluded from - the policy process. Focusing on diverse policy fields including emergency planning, image-building, immigrant settlement, infrastructure, federal property, and urban Aboriginal policy, Sites of Governance presents detailed studies of the largest city in each of Canada's provinces. Drawing on extensive documentary research and hundreds of interviews, contributors offer rich, nuanced analyses and a wealth of policy cases, ranging from preparation for the Vancouver 2010 Olympics to the development of innovative immigrant settlement programming in Winnipeg. Dominant themes include the importance of resources and formal jurisdiction in multilevel policy making, and the struggle for influence between business interests and other social forces. Essential reading for anyone concerned with the quality of urban life in Canada, Sites of Governance offers important insights about how multilevel governance works in Canadian cities. Contributors include Laurence Bherer (Université de Montréal), David Bulger (University of Prince Edward Island), Christopher Dunn (Memorial University), Robert Finbow (Dalhousie University), Joseph Garcea (University of Saskatchewan), Pierre Hamel (Université de Montréal), Martin Horak (University of Western Ontario), Thomas Hutton (University of British Columbia), Christopher Leo (University of Winnipeg), Greg Marquis (University of New Brunswick , Saint John), Byron Miller (University of Calgary), Cecily Pantin (Memorial University), Alan Smart (University of Calgary), Donald Story (University of Saskatchewan), and Robert Young (University of Western Ontario).

However, this updated second edition of How Great Cities Happen explains how crises like climate change and the lack of affordable housing demonstrate the urgent need for a broader approach in order to create and sustain great cities. Offering innovative solutions to these contemporary challenges, the book examines emerging directions in strategic land use transport planning and analyses how cities function as a home for future generations and other species.
