Using Nigeria as a case study, he argues that the nature and practice of British colonialism in this colony created social and economic deficiencies that have left a legacy of underdevelopment. Ukelina outlines the processes that led to the 1945 Nigerian Development Plan and the evolution of colonial agricultural policy and practices in Nigeria. He argues that a few key factors led to the failure of development in the late colonial period: the imperial and neocolonial imperative to exploit African resources and people, poor planning as a result of this imperative, and the racial ideologies of the colonial state that resulted in a total rejection of local African experience and knowledge in favor of Western ‘experts.’ The Second Colonial Occupation uncovers and analyzes the short and long term impact of colonialism. It reveals that though colonial rule was promoted as a benevolent mission, at heart, it was a system that guaranteed that Africans continuously paid for their own exploitation. Ukelina argues that ‘postcolonial’ Africa will continue to face development challenges unless it breaks free from the intellectual relics of colonial rule and the economic shackles of neocolonialism.

Through the Gender Lens: A Century of Social and Political Development in Nigeria looks at how colonialism has enabled or hindered the roles of the state in promoting inclusive development in general, and gender equality, in particular, in the process of nation building. In this edited volume, scholars analyze a host of policies, strategies and programs, as well as empirical evidence, to expose how types of governance — from direct colonial rule in the country from 1914, through her independence in 1960, a Republic in 1963, and to different post-independence governance periods — have influenced gender relations, and the impacts of these on Nigerian women. Jonathan Derrick, who worked on the magazine's staff in the 1960s and again in its final years before closure in 2003, here studies the earlier history of West Africa through the story of its largely forgotten editor, Albert Cartwright, from the magazine's founding in 1917 to Cartwright's retirement in 1947. Before editing West Africa, Cartwright spent twenty years in South Africa, making the headlines in 1901 when, as editor of Cape Town's South African News during the Boer War, he was jailed for a year for a war crimes allegation against Lord Kitchener. Exploring Cartwright family papers and memories, Derrick reveals the complex nature of a man who, for three decades, ran a colonial magazine but was appreciated by Africans as someone who genuinely understood them. Derrick places the story of colonial-era West Africa, which would reach its greatest heights during the independence period, within the wider landscape of British periodicals dealing with Africa in the nineteenth and twentieth centuries.
