Debt finance products offer an ideal way to satisfy those needs. Small- and medium-sized enterprises are main employment generator and key economic growth factor. They play primarily role in forming both GDP and Value Added of the country. However, SMEs have experienced a vast amount of economic and social problems. Main problems groups can be brought down to: - Inappropriate business environment for the development of SME (administrative, legal, poorly developed business consulting services and regional business centers etc.) - Insufficient financial assistance Since capital markets in Bulgaria are still underdeveloped and alternative sources of finance are hardly present, bank loans/credit lines along with supplier/customer debt prove to be a primary source of capital for small- and medium- sized enterprises. In a bank-based financial system like Bulgaria, banking system is a key factor of economic growth with a major role in productivity, investment levels, innovation and expectation of entrepreneurs. All those factors explain the importance of the chosen topic on regional and national level. It studies unit labor cost (ULC) dynamics in the industrial sectors and their impact on export shares. Bulgaria's textile and apparel industries scored considerable competitive gains in the period 1997-2002 both in terms of ULC and export share. Those seem to reflect mainly significant drop in wages rather than productivity gains. Conversely, in footwear industry export expansion occurred despite deteriorated ULC. Other traditional export earners such as ferrous metals preserve their leading share in export receipts, but show deterioration in export/import ratio. This mixed evidence should be accepted as indicative and preliminary, rather than conclusive, due to the large share of the shadow economy and underreporting of labor costs. Emerging patterns of competitive advantages and export specialization, however clearly show, that Bulgaria has not entered yet into competition in differentiated products. It rather sustains and develops competitive advantages in the homogenous labor-intensive and material-intensive products, where cost competitiveness has primary importance. In this context the major short-term challenges in the policy agenda of competitiveness are seen here in increasing labor market flexibility, alleviation of payroll tax burden, reduction of administrative and regulatory costs of doing business and liberalization of the market of services. In the medium and long run the major policy challenge would be to facilitate the transition of the manufacturing sector from competition in homogenous material and labor intensive products into technology and knowledge intensive products. This would depend on the economic policy's capacity to encourage technology diffusion and innovation.

Book excerpt: Abstract: The paper uses repeated cross-sections of Bulgaria's household survey data (1995, 1997, 2001, and 2003) and a comparable list of durable goods to investigate the dynamics and distribution of durable goods over time, including during the economic crisis of 1996-1997 and the subsequent period of relatively robust economic growth leading up to European Union membership. It examines the dynamics of the ownership of durable goods by wealth classes, geographic locations, and various ethnic groups, including the Roma. In the aggregate, there was convergence between the poorest and the richest classes in the ownership of durable goods between 1995 and 2003, with the poorest class making a significant gain between 2001 and 2003 after having lost some ground between 1995 and 2001. There was also convergence in the ownership of durable goods between urban and rural residents. However, there appear to be some diverging tendencies between Bulgarians and the minority ethnic groups, particularly in the ownership of relatively more expensive goods such as personal computers and cars.

Stronger productivity growth would allow Bulgaria to close the income gap with the EU average more quickly and to alleviate the structural problems in its labor market, reflected in its high long–term and youth unemployment. Our analysis of the drivers of labor productivity suggest that for Bulgaria closing the gap with EU standards in the areas of institutional and infrastructure quality, goods market efficiency, higher education, and innovation would permanently boost productivity growth by a total of 1 percentage point a year. This would be enough to close the income gap with the EU average by 2040, compared to the status quo where it would take an additional 10 years.
