Book excerpt: The main question this study seeks to answer is whether or not the competitiveness of the Polish farm sector during the transition period (1990-2003) improved and wheter the Polish farmers were ready to compete at the EU market afterwards. They had to face the pressures from various sources as global markets development (e.g. low international agricultural prices) as well as from Polish systemic reforms (stabilisation, liberalisation, privatization, etc.), and adjustments related to the EU (quality of products adjustments, environmental standards, tariffs removal, arbitrage, etc.). All those pressures led to between-sector rivalry for the best domestic production factors (labour and capital in particular). Giving all that the book studies farm level determinants of the total factor productivity and efficiency changes in agricultural sector. The book concludes with policy recomendations which may be useful for new EU candidate countries which are in general more agricultural and rural in their nature than the old EU memeber states.

Book excerpt: The aim of the research was to assess the changes of competitiveness of Polish agriculture compared to other European countries with similar structure of production: Denmark, Germany, the Czech Republic, Slovakia, Hungary, Estonia, Latvia and Lithuania. With Poland's accession to the EU, these countries became the competitors for Polish food producers and exporters on the Single European Market. Competitiveness of agriculture was indicated by the potential of production (i.e. resources of factors of production, relations between them, area and economic structures of farms) and productivity of production factors. The research was conducted for the years 2005-2013 and was based on Eurostat data. The results showed the persistence of a relatively low competitiveness of Polish agriculture against the agriculture of the selected countries.

Available in PDF, EPUB and Kindle. Book excerpt: Poland embarked on the road toward a market economy with its economic reform program of January 1990, aimed at stabilizing the macroeconomy. The productive sectors, including agriculture and related industries, will be able to build on the solid foundations of this program. But the productive sectors are difficult and time consuming to reform, and it is not always easy to identify the actions that will bring about the desired changes and differentiate them from those that slow down the reform process. Both categories often look dangerously alike. A strategic plan is needed to help orient decision-makers in the maze of complex relations and detailed actions that are constantly required. The agricultural sector, because of its social and economic importance, has the potential to be either a brake or an engine for the reform program. The present farm crisis is only a reminder of this fact. This report is an attempt to define such a strategy for agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: The book combines food security and agricultural competitiveness issues and treat them together. It starts with definitions and evolution of both concepts, followed by reviews on global and regional food security challenges. The book identifies global agricultural trade and competitiveness patterns and uses it as a basis for analysing global food security. Further, the book also identifies countries/regions/products groups and develops a typology of agricultural competitiveness, giving policy lessons and recommendations on how to increase national/regional/global agricultural competitiveness to achieve sustainable food security goals. The motivation behind writing such a book are numerous. First, as researchers interested in both food security and agricultural competitiveness issues, we have always found a gap in the scientific literature in treating the two notions together. Second, as lecturers of various agricultural policy and food security related courses, we have many times been faced with questions related to the competitive positions of different countries and the factors lying behind these positions. Third, as economic advisors, we have been faced with the need to provide clear policy recommendations and lessons on how increase competitiveness and associated food security many times. Such a need is mainly coming from developing country policy and decision makers. We think the book is unique in many ways. First, it provides a consistent analysis of global agricultural trade patterns over 25 years. Second, it analyzes and synthetizes the definitions, concepts and measurement methods of competitiveness, covering a major gap in the current literature. Third, it establishes a link between the analysis of global agricultural competitiveness and food security, which is also an understudied area. Finally, the book provides policy lessons to increase a country’s agricultural competitiveness and food security by identifying its determinants.

Book excerpt: Change in the socio-economic system and then the accession of Poland to the European Union as well as globalization changed the Polish agriculture demonstrating, at the same time, a number of its weaknesses. Transformations taking place in agriculture are significant not only in economic but also in social terms, especially in the context of ensuring food safety as well as performing functions of a non-market nature by the segment of the economy. The premise for substantiating the need to analyze changes in agriculture is also large support for this sector from public funds. For this reason, the possibilities to make development processes in agriculture more dynamic are of particular significance. In the paper results of a statistical-descriptive analysis of the process of structural transformations in agriculture in the first decade of the 21st century as well as factors determining the pace and directions of changes taking place are presented. The reasoning was based on selected indicators describing changes in basic agricultural structures which determine the economic potential and competitive capacities of agricultural farms to the main extent. Due to the significant regional diversity of the Polish agriculture, changes in the structures of the agricultural sector were also analyzed from this perspective. The paper refers to individual agriculture, constituting the dominant segment of the agricultural sector in Poland. It was based on data from common statistics as well as results of representative field studies conducted periodically by the Institute of Agricultural and Food Economics - National Research Institute (IERiGŻ-PIB) on a sample of approx. 0.2% of the actual number of individual farms.

The issues include the comparative advantage of CEEC agriculture and its development under various accession policy scenarios; the likely policy developments in both the CEECs and the EU, based on economic, social and political economy considerations; the expected economic impacts and adjustment costs for the agro-food sector under various policy outcomes; the most important constraints for integration including policy convergence issues and internal constraints; and how integration will potentially affect trade and labour flows in the Union. The country combines detailed country-specific and region-wide empirical and theoretical analysis.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of doing business in agriculture is to achieve the best possible economic effect with the available factors of production. Production factors, which are determined by their quantity and quality, create a definite production potential. Socio-economic transformations that took place in Poland in the period of EU membership caused a number of structural changes in the resources and distribution of production factors in agriculture. As compared to other sectors of the economy the changes in the agricultural sector seem relatively the most significant ones. The main objective of the study is an analysis of some effects of the common agricultural policy implementation in Poland. The presented material includes presentation of the importance the direct payments in agriculture in the regional perspective, the effectiveness of regional and structural policy instruments affecting the development of entrepreneurship and the potential changes in the distribution of public funds in the field of pillar I of the CAP after 2013. In the conclusion the authors present the long-term objectives of the Polish agricultural policy, the state and perspectives concerning the EU funds distribution between selected objectives, territorial dimension of intervention and challenges related to the competitiveness and innovations.

Book excerpt: Exploring the competitiveness and profitability of the agricultural sector in Central Europe, this book argues that the successful management of agricultural enterprises is inconceivable without the knowledge and application of modern forms of management and technology. Organised in an analytical framework and offering comprehensive empirical data, this book focusses on the countries of Poland, the Czech Republic, and Hungary. The contributors identify good practices, unresolved problems, and factors influencing profitability. Topics explored include the challenges of increasing sales potential, competitiveness, partnerships and cooperation, human resources issues, and risk management. By constituting a valuable source of knowledge, Managing Agricultural Enterprises is important to those researching the agricultural industry and management, but also to policy-makers and managers of agricultural enterprises.
