Book excerpt: Several hundred teachers and thousands of students are benefiting from professional development projects that operate all over California under the auspices of the California Postsecondary Education Commission. The Improving Teacher Quality State Grants Program provides federal funds from the No Child Left Behind Act of 2001 to universities that are leaders in teacher professional development. A total of 22 individual grants and two master grants are in various stages in large and small school districts from San Diego to Eureka. Three projects funded in 2001 have concluded large-scale professional development but continue to build sustainable activities. These projects have been provided small amounts of additional funding beyond the fourth year and are working to identify how the projects will continue after funding ceases. This will be the last year the Commission's ITQ program provides funding to these projects. Upcoming activities of the Commission are also discussed in this paper.

Book excerpt: This brief report provides an update on the status of the Commission's Improving Teacher Quality (ITQ) Program, now in the midst of its 2008 competition to provide teacher professional development grants to California colleges and universities. The 2008 Request for Proposals was released in early March. Technical assistance meetings to explain the specifics of this year's initiative to potential proposers were held in early April in Sacramento and in Orange County. The initiative targets the achievement gap in elementary schools. It requires proposers to use a whole-school approach and develop teacher leaders who can help turn around failing schools. A total of 30 proposals were received by the Commission's May 13 deadline. The proposals are now being reviewed by three panels of readers. Additionally, in mid-April, a team of representatives from the U.S. Department of Education visited the Commission as part of their periodic program monitoring of Title II-A programs. The team spent most of its time in California visiting school districts in the Los Angeles area and meeting with California Department of Education (CDE) Title II staff. At the conclusion of the meeting, the team requested that the Commission staff improve its monitoring protocols, with a greater assurance that each project receives at least one visit or desk review each year. Lastly, ITQ Program Administrator Karen Humphrey was recently invited to a meeting of the Deans of Schools of Education from all teacher training institutions in California. State Superintendent of Public Instruction Jack O'Connell has invited the deans to meet annually to discuss teacher preparation issues. The meeting focused on culturally competent pedagogy and on addressing the needs of English learners--two topics closely linked with the achievement gap seen among California's students.

Book excerpt: The federal Improving Teacher Quality State Grants Program--Title II-A of the No Child Left Behind Act of 2001--provides funding for partnerships between Institutions of Higher Education (IHEs) and Local Education Agencies (LEAs) to support professional development for teachers. The California Postsecondary Education Commission (CPEC) administers about $8 million in federal funds each year. The Commission has recently completed a Request for Applications to award the next cycle of grants. As a result, eight projects were funded for a four-year period ending September 30, 2009. This program has been an important and successful part of CPEC's work for more than 20 years, and continues to play an important role in teacher professional development in California. There is a growing sense of urgency that our national competitiveness depends on improving science and mathematics education. The President launched the American Competitiveness Initiative in his recent State of the Union Address and included a commitment to fund more teacher training. California was already moving to increase the supply of teachers with the 2005 California Science-Mathematics Initiative. The state's goal is to double the number of science and mathematics teachers produced by the University of California and the California State University within five years. Other initiatives exist to improve science and mathematics instruction and increase the supply of new teachers. A new Request for Proposals (RFP) targeted to the retention of science and mathematics teachers is the Commission's most recent initiative under the federal Improving Teacher Quality Program. This report summarizes that initiative and reports on other current activities in the program.

Book excerpt: Every year, the Improving Teacher Quality State Grants Program issues a Request for Proposals (RFP) to award funds provided annually from the federal No Child Left Behind Act of 2001. In recent years, each RFP has focused on a specific objective tied to state priorities in teacher quality. Six grants were awarded in 2008: (1) Bell Gardens Science Project; (2) Science and Academic Library; (3) Algebraic Learning in Elementary Grades: Results, Independence, Achievement (ALEGRIA!); (4) Teacher Efficacy Affects Math and Science Success (TEAMS!); (5) Advancing Collaboration For Equity In Science (ACES); and (6) Making Algebra Accessible Project (MAAP). Since 2005, the grants have required scientifically based evaluation research in each project. The intent is to extend project evaluation beyond evaluating whether grants effectively carried out the promised activities, and to look for evidence that the activities actually changed teacher practice and improved student achievement. The 2008 grants will be the fourth group of projects to include such research. Two research directors will make presentations at the December 2008 Commission meeting, explaining their projects, what they have learned so far, and the challenges of this type of research. Abstracts for each of their projects are attached. Characteristics of successful and unsuccessful proposals are discussed, with recommendation for increasing outreach to potential proposers to inform them of project requirements, possibly outside of the regular RFP cycle, to enable more universities to lay the groundwork for competitive proposals by building partnerships essential to successful projects.
