Book excerpt: The establishment of the United States Special Operations Command (USSOCOM) in the late 1980's created a single command designed to correct serious deficiencies in the ability of the United States to conduct special operations and engage in low-intensity conflict. Among other things, the creation of USSOCOM intended to correct problems associated with the command and control of Special Operations Forces (SOF). However, these command and control problems still exist today. Recent contingency operations in Afghanistan and the Philippines have shown the command and control difficulties with SOF. The command and control structure established for Task Force DAGGER was ad hoc in nature and did not follow current doctrine. Although not perfect, the C2 structure established for Operation Enduring Freedom- Philippines followed current doctrine and proved much easier to work with. Current doctrine is a starting point for establishing command and control structures and combatant commanders should follow this doctrine when establishing lines of command. Creating a Standing Joint Task Force is not the way for combatant commanders to establish their staffs. In contrast, this paper argues that the optimal C2 for SOF operations in the 21st century should be a blend of doctrine and practical lessons learned during recent combat operations.

Book excerpt: With the ever-increasing number of "non-traditional" missions the United States military is faced with in the twenty-first century, operational commanders will be required to form unique joint organizations designed to complete these missions. While not a new problem, joint force commanders of General Purpose Forces (GPF) must identify the appropriate way in which to integrate Special Operations Forces (SOF) into their plans. More specifically, GPF and SOF Commanders must agree upon the proper command and control structure for Special Operations that meets the needs of the GPF Commander, while ensuring that the SOF element is utilized correctly. Current joint and SOF doctrine specifies proposed command relationships between SOF and the GPF Commander, yet we continually face problems within this arena. Because of the unique nature of Special Operations, many conventional commanders and planners are not familiar with SOF capabilities, limitations, roles and missions. As a result, the conventional planning staff typically expects more than the SOF unit can deliver or conversely under utilizes the SOF unit's capabilities. A revived command and control architecture rich with liaisons designed to assist joint force planners and commanders would help the United States military take a large step in the right direction of maximizing our joint capabilities, while minimizing mis-management in a time of shrinking forces and expanding missions.

Book excerpt: This thesis uses a combination of historical research and analytical application to answer the question: What are the important considerations for successful command and control of a Commander In Chief's In-extremis Force when employed as part of a joint special operations contingency force. The thesis first determines current doctrine for joint special operations command and control, then evaluates how the application of that doctrine affected the outcome of four recent Special Operations Force (SOF) missions. This study focuses on the U.S. European Command Theater of Operations and the Special Operations Command Europe. The results, however, are relevant to SOF worldwide. The analysis of current doctrine reveals that there are six distinct elements which are important to command and control of joint SOF. The historical research shows that all six elements played a part in the ability of SOF to accomplish assigned missions. The thesis then analyzes the trends throughout these employments and makes the determination that all six elements need to he considered by staff planners and commanders. It then identifies four elements that are critical to increase the chance for success.

In April 1987, the Secretary of Defense established the Special Operations Command with the mission to provide trained and combat-ready special operations forces to DOD s geographic combatant commands. Section 167(e) of Title 10, U.S. Code directs that the Commander of the Special Operations Command be responsible for and have the authority to conduct all affairs of such command related to special operations activities. Under this section, the Commander is also responsible for and has the authority to conduct certain functions relating to special operations activities whether or not they relate to the Special Operations Command, including: preparing and submitting to the Secretary of Defense program recommendations and budget proposals for special operations forces and for other forces assigned to the Special Operations Command; exercising authority, direction, and control over the expenditure of funds; training assigned forces; and monitoring the promotions, assignments, retention, training, and professional military education of special operations forces officers. In addition, Section 167 directs the Special Operations Command to be responsible for the following activities as they relate to special operations: (1) direct action, (2) strategic reconnaissance, (3) unconventional warfare, (4) foreign internal defense, (5) civil affairs, (6) psychological operations, (7) counterterrorism, (8) humanitarian assistance, (9) theater search and rescue, and (10) other activities such as may be specified by the President or the Secretary of Defense. 9 Appendix II defines these activities assigned to the Special Operations Command. DOD has also assigned additional activities to the Special Operations Command.

Book excerpt: This monograph addresses the question, Is the 1999 edition of FM 100-25, Doctrine for Army Special Operations Forces, adequate to integrate the actions of special operations forces (SOF) and conventional forces on the contemporary battlefield? Operations in Afghanistan in 2001 and operations in Iraq in 1991 showed two different degrees of physical integration between SOF and conventional forces on the battlefield. Forces in Afghanistan routinely conducted operations in close proximity to each other, measured in meters. This proximity required close, tactical-level cooperation between SOF and conventional forces. Forces in Iraq in 1991 however, rarely operated in close proximity to each other. Instead, SOF forces supported operational objectives, operating in areas physically separated from conventional forces by hundreds of kilometers. Evidence presented in this monograph shows that although the degree of physical integration was different, the method used to integrate the C2 functions of the two forces was similar, emphasizing a SOF centric approach to command and control of SOF forces. This monograph examines the integration of command and control (C2) functions of SOF and conventional forces in two case studies. Focus is placed on describing the relationships between physical integration of SOF and conventional forces on the battlefield, the command structure used to control the respective forces, and the methods used to integrate the C2 functions between SOF and conventional forces. This monograph concludes that effective integration between SOF and conventional force C2 was not observed in Afghanistan. A root cause of this ineffectiveness was that the doctrine that governs SOF and conventional force C2 integration, FM 100-25 dated 1999, was inadequate.
