Book excerpt: In the historiographic debate over Germany's responsibility for the outbreak of the two world wars, little attention has been paid to German politico- military activity in the Weimar Republic. Although Weimar diplomats and military leaders emphasized the interconnection and developed ideas and procedures for joint planning, historians have usually treated the foreign and military affairs of the republic separately. Gaines Post, Jr., however, examines the relationship between foreign policy and military planning, and charts its directions and changes to develop a model of German civil-military relations which sheds light on the general problem of modern civil-military relations. He shows that diplomats and military leaders shared assumptions about the role of force in foreign policy and the subordination of the military arm to the political leadership, and that they collaborated in assessing Germany's strategic situation, in rearmament, and in operational exercises. In the 1920's, interdepartmental cooperation between the foreign office and the Defense Ministry became the foundation of a stable system of civil-military relations. The system broke down during the crisis period of 1930-1933 because of mounting institutional pressures. The author demonstrates how, in both periods, civilian and military leaders viewed military force not simply as an instrument of national self-defense, but as an acceptable means of attaining national goals, above all the revision of the German-Polish borders. First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931–33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Although the Anglo-French alliance is rightly seen to be pivotal to both the initial phase of implementing the Versailles settlement of 1919 and the efforts to contain Hitler and protect Europe after 1936, Strange Allies demonstrates the degree to which these states’ conflicting views of security were central to international relations in the years leading up to Hitler’s accession to power.

As such, he was Germany's official military observer in the capital of the nation whose potential as an ally of those powers arrayed against Adolf Hitler in the 1930s might have given the dictator pause in any predatory plans he harbored against his neighbors. Though von Boetticher produced a rich and detailed commentary on military and political affairs in Washington in the eight years prior to the outbreak of war between Germany and the United States in 1941, he was nonetheless accused after the war of misjudging America's productive potential and misleading Hitler with overly optimistic reports. As Alfred M. Beck points out, what he actually told German authorities in Berlin is strikingly different from what his detractors later claimed. Von Boetticher "permits a glimpse into the sociology of a conservative officer caste at once assailed by the politics of a regime and the impossibilities imposed on it, its weaknesses in resisting its evils, and its eventual failure to present an alternative to National Socialism's illusory attractions." A loyal German, von Boetticher had strong ties to America. His mother was American-born, he spoke English fluently, and he was enamored of American military history. He was also anti-Semitic and believed that "Jewish wire-pullers" had undue influence over the U.S. government and its policies. His professional ties to U.S. Army officers in the War Department were so strong--supplying them, for example, with details on German air strength and operations during the Battle of Britain in 1940--that they survived until August 1941 and long after the German ambassador himself had been recalled. Torn between his duty to Germany (though the Nazi regime had attempted to harm his son) and his deep affection for America, von Boetticher stood among the broad middle range of German officials who were neither perpetrator nor victim.
