Available in PDF, EPUB and Kindle. Book excerpt: India's Political Administrators is a revised and updated edition of the now classic political study of India's administrators before and after independence. This highly original study shows administrative continuities across 1947 and explains the consequences of these continuities for the modern Indian state. The focus is primarily on the Indian Civil Service and its successor, the Indian Administrative Service, and the book draws on the autobiographical reminiscences of the men and women who served in them, as well as on interview material and unpublished papers. The book also makes a significant contribution to current research on political aspects of the work of elite administrators. More fundamentally, it concentrates on a neglected area of theorizing about the state by explaining how state forms are reproduced through time despite changes in the political environment.

Available in PDF, EPUB and Kindle. Book excerpt: Social exclusion and inclusion remain issues of fundamental importance to democracy. Both exclusion and inclusion relate to the access to participation in the public realm, public goods and services for certain groups of people who are minorities, marginalized and deprived. Democratization has led to the inclusion of the previously excluded in the political process. While the problems of exclusion remain even in advanced Western countries in respect of the minorities of sorts, and the underprivileged, the problem of deep-rooted social and cultural exclusions is acute in post-colonial countries, including India. This book analyses social exclusions in India, which remain the most solid challenges to Indian democracy and development. Communal clashes, ethnic riots, political secessionist movements and extremist violence take place almost routinely, and are the outward manifestations of the entrenched culture of social exclusion in India. With its interdisciplinary approach, the book looks at the multidimensional problems of social exclusion and inclusion, providing a critical, comprehensive analysis of the problem and of potential solutions. The authors are experts in the fields of historical sociology, anthropology, political theory, social philosophy, economics and indigenous vernacular literature. Overall, the book offers an innovative theoretical perspective of the long-term issues facing contemporary Indian democracy.

Book excerpt: The volume attempts to gauge and analyse the level of denial and deprivation faced by Indian Muslims by evaluating their status after a gap of several years of Sachar Committee (2006) and Rangnath Mishra Commission (2007) Reports. It presents and discusses the current conditions with respect to outcome indicators such as population, education, economy, poverty, unemployment, consumption level, availability of bank loans, infrastructure and civic facilities and representation in government employment. By placing facts in perspective, it also discusses community-specific issues such as use of Urdu, madrasa education and Waqf. In the post-Sachar era, governments started many schemes to improve the condition of Muslims whose reach and impact is assessed with the help of latest data. It presents the social structure of Muslims, presence of OBCs and Dalits and suggests a practical pattern for reservation. It follows up the process of implementation of recommendations of these reports and highlights how the governments adopted tokenism, attempted to implement minor recommendations and shied away from major ones. The volume highlights the lopsided attitude of the previous UPA governments, hostile attitude of the present NDA regime and accelerated marginalization of Muslims in today’s scenario due to open discrimination, mob-violence, lynching and hate crimes in the name of various communal issues. Book excerpt: Muslim minorities in China and India form only a small fraction of their respective populations, yet as they principally live in troubled border states, they are of key strategic importance in the war on terror. In this global context, this book explores whether economics is more important than the suppression of rights in explaining social unrest.

Available in PDF, EPUB and Kindle. Book excerpt: A riveting account of how a popularly elected leader has steered the world's largest democracy toward authoritarianism and intolerance Over the past two decades, thanks to Narendra Modi, Hindu nationalism has been coupled with a form of national-populism that has ensured its success at the polls, first in Gujarat and then in India at large. Modi managed to seduce a substantial number of citizens by promising them development and polarizing the electorate along ethno-religious lines. Both facets of this national-populism found expression in a highly personalized political style as Modi related directly to the voters through all kinds of channels of communication in order to saturate the public space. Drawing on original interviews conducted across India, Christophe Jaffrelot shows how Modi's government has moved India toward a new form of democracy, an ethnic democracy that equates the majoritarian community with the nation and relegates Muslims and Christians to second-class citizens who are harassed by vigilante groups. He discusses how the promotion of Hindu nationalism has resulted in attacks against secularists, intellectuals, universities, and NGOs. Jaffrelot explains how the political system of India has acquired authoritarian features for other reasons, too. Eager to govern not only in New Delhi, but also in the states, the government has centralized power at the expense of federalism and undermined institutions that were part of the checks and balances, including India's Supreme Court. Modi's India is a sobering account of how a once-vibrant democracy can go wrong when a government backed by popular consent suppresses dissent while growing increasingly intolerant of ethnic and religious minorities.
