Unfortunately, not every school is high performing. Low-performing schools are a central concern in educational reform. Most research on educational performance is conducted on traditional public schools and parochial schools. Non-faith based private/independent schools have been understudied. Characteristics of high-performing traditional public and parochial schools include effective hiring practices, increased teacher involvement in decision-making, the use of data to drive programmatic improvements, strong leadership, a commitment to professional development, a strong teacher mentoring program, and positive relationships between students and their teachers. With over 32,000 independent/private schools in the United States serving over 4,800,000 students, it is critical to examine the key factors that may contribute to higher performance in independent schools. This qualitative case study sought to identify and explore the characteristics which existed in a single high-performing independent school in the United States. This case study investigated three major questions: (1) How do parents, teachers, and administrators describe the characteristics of one high-performing independent K-12 school? (2) How do parents, teachers, and trustees describe the attributes of school leaders in one high-performing independent K-12 school? (3) How do parents, teachers, and administrators describe the school climate in one high-performing independent K-12 school? Findings from this study addressed six key themes (1) Strong School Culture, (2) Strong Processes in Place for Hiring and Supporting Faculty, (3) Selective Admissions, (4) Strong Relationships Across all Constituencies, (5) The Use of Data to Drive School Improvement, and (6) Strong Leadership. Analysis of these themes identified a link between each theme and the characteristics of a high-performing independent school. The recommendations from this study are designed to help guide school leaders in creating school environments that are high-performing.

Book excerpt: Because private schools are often perceived to be more successful in teaching students, many reform proposals for public schools have looked to the private sector for models to emulate. This booklet contains national data that compare public and private schools along a number of important dimensions. The discussion begins with an examination of two fundamental differences between public and private schools: their sources of support and the role of choice in determining where students go to school. Next is a description of the characteristics of teachers and students and how they differ in the public and private sectors. Following that is a comparison of selected aspects of the organization and management of public and private schools, including school and class size and who makes policy decisions for the school and classroom. Next, the varying circumstances under which teaching and learning take place in public and private schools (the school climate) are examined. The final sections describe differences in academic programs and support services. Although there is much variation within each sector, aggregate data show that public school students present their schools with greater challenges than do their private school counterparts. Overall, teachers in public schools are more likely than their private school counterparts to have certain attributes that are thought to contribute to effective teaching. Public school teachers earn more and receive more benefits. Despite poorer pay, private school teachers as a group are more satisfied than public school teachers with their jobs. Book excerpt: A hearing was held before the Subcommittee on Empowerment of the House Committee on Small Business to build a record of a lot of things that are working in urban education in high risk zones. In his opening remarks, Representative Souder (Indiana) noted that there is no question but that the best way to combat unemployment and the problems that flow from it is to provide people with the best possible training. For most of the work force, training begins in school. Strengthening basic skills is not exclusively an urban problem, but it is one that is of particular concern in the cities. The purpose of this hearing was not why so many schools are failing, but why some succeed. Five educators who run successful urban schools appeared at the hearing to explain why their schools work. Thaddeus S. Lott, Sr., principal of a charter school district in Houston (Texas), described the experiences of a successful elementary school that used an intensive reading program beginning in kindergarten and direct instruction to raise academic achievement. Vera White, principal of a junior high school in the District of Columbia, achieved academic success with a program that focused on student learning and high expectations and that was supported in a partnership with COMSAT. Comments by hearing participants follow these statements. In the second panel discussion of the hearing, Oscar J. Underwood, headmaster of a Christian college preparatory school (Indiana), spoke about the importance of the educational environment and teacher attitudes. Leah White, administrator of an urban Christian school (Maryland), noted the importance of promoting parent participation and the importance of an atmosphere focused on learning. William Elliott, headmaster of a Christian academy in Philadelphia (Pennsylvania), emphasized the importance of good relationships between teachers and students and the importance of accountability and high standards. Comments from panelists completed the hearing. An appendix contains the prepared statements of the panelists and a letter from Governor George Bush (Texas) about Dr. Lott's Houston school. (SLD)
