S. , with the employment share up from 57 percent immediately post-war to well over 70 percent today (if communications, utilities and transportation are included). This transformation (which is also occurring with varying lags in the othereconomically advanced economies) is driven by a variety of forces : by changes in consumer demand, by the rising demand for health and educational services, by new ways in which businesses are organized and the increasing importance ofcertain functions (e. g. new demands for monitoring, financing, sales promotion, and responding to regulatory agencies), and, closely related, by the continuing advances in electronic technology. Moreover, these multiple transformations have been accompanied by changes in the way work is carried out (e. g. the dramatic increases in the utilization of white collar workers, particularly professionals and managers, and the employment of women and educated workers), and by shifts in the location of work and of the population (e. g. rising importance of key cities within the urban system and of suburbs generally). The role of services in modem capitalistic economies is not yet integrated into the body of economic theory, although the need for such integration, especially as regards theories ofgrowth, market structure, and pricing, is critical. Some economists and sociologists, however, have since the days of Adam Smith, dealt with certain aspects of the role of services.

Veblen asserts that the contemporary lords of the manor, the businessmen who own the means of production, have employed themselves in the economically unproductive practices of conspicuous consumption and conspicuous leisure, which are useless activities that contribute neither to the economy nor to the material production of the useful goods and services required for the functioning of society, while it is the middle class and the working class who are usefully employed in the industrialised, productive occupations that support the whole of society. Conducted in the late 19th century, Veblen and 's socio-economic analyses of the business cycles and the consequent price politics of the U.S. economy, and of the emergent division of labour, by technocratic speciality – scientist, engineer, technologist, et al. – proved to be accurate, sociological predictions of the economic structure of an industrial society.

Even be fore the more recent period, however, this trend of thought was 2 clearly noticeable. The origin and formation of institutions was one of the issues which, according to C. MENGER, should playa central 3 role in economics. Nevertheless, this tradition is not reflected in mainstream eco nomics. L. HURWICZ characterizes this failure by observing that "tra ditionally, economic analysis treats the economic system as one of the givens" (1973, p. 1). In this case "system" may be understood in a narrower or in a wider sense comprising only contracts (on markets) or a larger variety of procedures for the co-ordination of economic activities as, for instance, managerial hierarchies. In view of the prominent role of price theory in mainstream economics one would guess that-the system is perceived to comprise mainly contracts as co-ordinating procedures: prices form a constituent part of contracts on markets but not of other co-ordination procedures. This indicates an understanding in the narrow sense. There is an additional and even more convincing argument in favour of our contention that mainstream economics is based on this narrow interpretation of the economic system: It evaluates alternative situations by reference to the allocation of the factors of production, i. e. by comparing outcomes of the economic process. Doing so is only logical if the economic system is understood as a system of contracting on markets.
