One, written several years ago by Dr. James 0. Henry of Biola College, concerns the Christian Commission, an agency of Protestant organizations and individuals who served the Union troops during the Civil War. The YMCA was prominent in the sponsorship of the Christian Commission. An im pressive amount of assistance was gathered and distributed to meet the religious and physical needs of military personnel. The govern ment was not equipped to provide the wide range of services and supplies which are an accepted part of present-day logistics for the armed forces. The problems of organizing the Christian Commission's civilian relief effort on behalf of the military are given in considerable detail by Dr. Henry. There are informative parallels in any attempt on the part of religious groups to establish an effective working relationship with the United States government. The second manuscript, dated 1963, also a thesis submitted in partial fulfillment of the requirement for a graduate degree, con cerns The In uence of the American Protestant Churches on the Development of the Structure and Duties of the Army Chaplaincy, 1914 This was written by Chaplain (capt) Edward A. Simon, usa. Chaplain Simon was given access to certain records of the General Commission to which he makes reference in citing his sources of information. It is instructive to read of early attempts to accomplish the mission of the Chaplaincy under simple forms and by variations from the present structure. The role of the churches in improving the quality of the religious program in the Army is im pressive. Chaplain Simon deals in a careful and objective manner with the points and periods of criticism in the history of the Chaplaincy. This is a very timely subject since church-state relations are being re-examined by both the courts and the churches at present. It is unfortunate that these two manuscripts are not in print, since they deal with the record of very informative precedents and experiences regarding the military, the Chaplaincy, and the churches. Chapel construction and other supporting costs, compared to salaries for chaplains, would be in the ratio of, perhaps, four to one. Any proposal to reduce the size and scope of these ministries to the Armed Forces would be av poor reflection of concern for the religious and moral welfare of the personnel, and would be done in the face of vast and increasing amounts spent for weapons. Even if some church leaders felt such a scaling-down were desirable, so that the churches might be able to assume the whole burden them selves, it is not likely that such a decision would be, politically feasible. Nor would there be unanimity among the churches, since not all hold the same View regarding the inter-relation of church and state at such points as this. It Often is erroneously held that only the government contributes to the chaplaincy. Today it is a shared responsibility between church and state. The churches, as a part of their ministry to service per: sonnel, bear the cost of training and recruiting chaplain candidates. Chaplains are no longer recruited directly by the Armed Forces. The denominations provide candidates against a requested quota from each service. There is no Obligation to fill this quota. No man serves without the endorsement of his denomination, and that endorsement may be withdrawn, in effect, terminating the chaplain's eligibility to serve. It is at great loss to the denominational work of the churches that they send so many well-qualified ministers to this cooperative effort. Many feel that it is very appropriate that the government share in this loss to the full extent of the support now given. A very Old line of reasoning says that a man should not be required to bring his own weapon or his own food as he serves in the military today. The government should compensate, and make more efficient pro vision, for these needs. It is argued that the government has an even greater Obligation to supply chaplains as a substitute for the pastoral care available to the military man if he were a civilian. Book excerpt: Excerpt from The Colonial Church Chronicle, and Missionary Journal, 1861 Thus, at length, is initiated a movement which ought long since to have been both begun and carried through. We trust too much to the desultory efforts of individuals to remedy an evil which lies at their doors, or to establish a good which is needed. We say, "Let the permanent and occasional residents in Spain provide their own chaplains for themselves." But this system breaks down. We have found out its hollowness in other spheres. We do not leave sanitary improvements to be instituted and carried out by individual energy. We have commissions, agents, secretaries; in short, organization. The Church has no agency abroad, whereby to stir the unwilling into action. If men will clear away the moral filth, and establish some fountains of pure water, well and good; but if not, who has any concern with it but themselves? This, however, is not the principle of either the New Testament or of common sense. Even common sense, and the experience of the working of Societies at home, would teach us that there is a fund of zeal in men which will do and endure much, when once elicited, but which is apt to remain quite latent and cold unless stirred into life by something acting upon them from without. We augur, therefore, great possible results for good from the mission of an experienced clergyman (in the absence of the Bishop himself), who may exert himself in different parts of Spain, in centralizing scattered efforts and desires, and in setting on foot the organization necessary for the establishment of British chaplaincies where they are so much needed. There is a further purpose in the proposed plan. It is to provide the English sailors in the Spanish ports with the ministrations of religion. This, again, is a thing greatly needed to be taken in hand. The conduct of too many of our sailors in foreign ports is such as few Englishmen care to inquire into, or would believe if they knew. We happen to know that a few years ago, the English sailors on board all the vessels at Malaga, with the exception of one ship, were refused leave to land on Sunday, for the purpose of attending the Church service; and this was done, not from disregard to religion on the part of the officers, but from fear of the scandal which the inevitable drunkenness and disorderly conduct of the sailors on shore would cause in the town.
