Book excerpt: The development and diffusion of environmental technologies, which is considered to be one way of achieving the dual goals of maintaining competitiveness in a dynamic and knowledge-based economy while integrating environmental consideration in this process, may be influenced by a number of sector-specific conditions. In light of this, case studies of energy efficiency innovations in the Nordic building sector were carried out as a part of two-year research project on Green Market and Cleaner Technologies - Leading Nordic Innovation and Technological Potential for Future Markets. The studies looked into the characteristics of the industry as well as other issues influencing the three key activities of an innovation system - access to knowledge, access to resources and market formation. This report highlights some features of the building industry as well as their products which tend to pose constraints to the three innovation activities in the sector. It elucidates several strategies deployed by innovating companies to overcome some of the constraints and points to specific areas for policy interventions needed to effectively enhance innovation activities in the sector.

So soll u. a. die Energieeffizienz in dem Maße gesteigert werden, dass bis zum Jahr 2050 nur noch die Hälfte des Primärenergieverbrauchs im Vergleich zum Jahr 2008 benötigt wird. In Deutschland leben rund 75 % der Menschen in Städten. Daher sind Städte und Agglomerationen besondere Lebens-, Wirtschafts- und Kulturräume. Als solche verlangen sie nach einem zukunftsfähigen Energiesystem und müssen in hohem Maße energieeffizient ausgestaltet sein. Besonders relevant für die Steigerung der Energieeffizienz ist der Gebäudesektor: In den Wohn- und Nichtwohngebäuden bundesweit entstehen rund 35 % des Endenergieverbrauchs, etwa drei Viertel davon in Form von Wärme. Die von der Bundesregierung beschlossene Energiewende, also der Umbau der deutschen Energieversorgung auf Basis hoher Effizienz und mit weitgehender Nutzung erneuerbarer Energien, kann deshalb nur gelingen, wenn diese Wende nicht nur im Strom-, sondern auch im Wärmemarkt umgesetzt wird (sogenannte "Wärmewende"). Mit Blick auf das energie- und klimapolitische Ziel eines nahezu klimaneutralen Gebäudebestands bis zum Jahr 2050 sind neben einer gesteigerten Energieeffizienz die erneuerbaren Energien in weit größerem Maße in den Wärmesektor zu integrieren. Städte und Agglomerationen bieten aufgrund der großen Hebelwirkung die Möglichkeit, technologische und gesellschaftliche Innovationen ungleich schneller und wirksamer in die Praxis umzusetzen und damit die energiepolitischen Ziele der Bundesregierung zu erfüllen.

How much is however difficult to assess, partly because of insufficient energy statistics for buildings. Several barriers hinder the use of more efficient solutions when building and using buildings, e.g. lack of information, energy issues having low priority, and different incentives for builders, owners and users. Climate concerns and the need to secure energy supply are important drivers for energy efficiency policies. Promoting energy efficiency in order to reduce greenhouse gas emissions might however induce large rebound effects causing total emissions to be reduced very little or not at all. This might be the case if reduced energy use in buildings is replaced with more emission intensive activities, like travel. To avoid this it is important to include all greenhouse gasses in tax or quota systems, and to restrain financial support to energy efficient investment in order not to make them too cheap

Book excerpt: The Green Solar Cities, EU-Concerto project focuses on the practical large scale implementation of solar energy technologies in combination with new build and retrofit low energy building in the cities of Copenhagen, with its city part Valby, in Denmark and Salzburg in Austria. This book aims to influence decision makers in European cities towards a similar approach to the Green Solar Cities project, in close cooperation with leading building component suppliers, energy companies and engaged builders also working with local city officials. This book will benefit those in a situation where many cities aim at a "Smart City" development, but without clear policies of how to achieve that in practice. In Denmark there are similar policies, with an overall aim to be CO2 neutral by year 2025 in the city of Copenhagen. However, there is still a lack of understanding concerning, how solar energy as the world’s number one energy source can play a major role here and how this can be combined with energy efficiency policies, use of district heating and combined heat and power. The general aim is to introduce the international "Active House" standard and work on "Active Roofs" of the future.
