Book excerpt: Sub-Saharan Africa needs much faster economic growth and more effective economic, financial, and social policies if it is to make up for lost ground and reduce the number of people living in abject poverty. Edited by Laura Wallace, this volume presents the proceedings of a May 1998 seminar in Paris, organized jointly by the IMF and the Japanese Ministry of Finance, on ways to accelerate Africa's growth in our increasingly globalized world. Senior African and Asian government officials, representatives from multicultural institutions, donors, academics, and private sector participants gathered to discuss how to improve the private investment environment in African countries and take advantage of globalization's benefits while minimizing its risks, and how to strengthen the contribution of government in areas of capacity building, good governance, effective public resource management, and improved quality and composition of government spending.

Ubogu, records the presentations made and discussions held during the Inaugural Seminar of the Joint Africa Institute (JAI). The JAI was established in Abidjan, Côte d'Ivoire, by the African Development Bank, the IMF, and the World Bank to meet the pressing training needs of the African continent. The participants discussed four main topics: the changing role of the state, governance, and new capacity requirements; the challenge of achieving macroeconomic stability in Africa; the requirement for capacity building in Africa; and the role of international financial institutions in capacity building in Africa. The seminar was held in November 1999, but the topics and recommendations of the seminar remain current and of particular importance today. The seminar was held in English and French, and both language versions are contained in this volume. 240 pp. 2001

Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

Available in PDF, EPUB and Kindle. Book excerpt: Africa in Global Power Play: Debates, Challenges and Potential Reforms is a compilation of insightful and analytical articles that were published in different issues of the journal, African Renaissance, between 2004 and 2006. Most of the articles are from established academics, researchers, development practitioners and policymakers as well as stakeholders in Africa. Though the perspectives are as varied as the contributions, the underlining themes are the current scramble for Africa and the various development trajectories vis-à-vis those of other regions of the world. Contributors also address the continuous interactions and inevitable contradictions between Africa and the rest of the world. The various contributions seek answers to a number of fundamental questions around Africa's position in the global political economy, focusing on such areas as international economic relations, political and economic reforms, democratic transitions and consolidations, human rights and security. Though contributions show that Africa faces enormous challenges in the global political economy, they also point to the current dynamism and optimism in many parts of the continent. ______________________________________________ Bhekinkosi Moyo is currently based in Dakar, Senegal, where he conducts and manages research for TrustAfrica: a grant-making foundation focusing on regional integration, peace and security as well as citizenship and identity. His research interests include Africa's political economy, international political economy, global governance, social movements and democratisation in Africa. His recent publications include China in Africa: Threat or an Asset? (2006), The Zimbabwean Community in South Africa (with Elinor Sisulu and Nkosinathi Tshuma) and Africa and the World: 2004-2005. "This book is a compelling study of the many imponderable dilemmas, challenges and imperatives that shape the contours of Africa's place in a mercurial and uncertain global order. It brings together a range of authors who reflect on the many themes that animate the African condition, in the context of the multiple centrifugal tendencies, intense structural asymmetries and disempowering pathologies that characterise globalisation. Africa in Global Power Play is an invitation to critically engage in this existential debate and is a sterling contribution to the subject." Available in PDF, EPUB and Kindle. Book excerpt: Debates on African development continue to downplay the achievement of the continent: economic achievements are diminished and the perception of a conflict prone continent continues. Many of the policy prescriptions externally imposed on African countries have done little to transform the continent largely because they have been conceived and applied without context. Using literature from diverse origins, this book expands our knowledge about Africa and makes practical suggestions as to how successful development in a complex, yet dynamic continent can be achieved. Widening the policy dialogue and providing alternative thinking on the key elements and full extent of opportunities and challenges towards achieving the socio-economic transformation of Africa, the book moves the debate from the rhetoric to reality. As a considered reflection on the ‘Africa’s transformation’ narrative, it outlines the practical pathways necessary for Africa’s sustainable development, providing policy makers and researchers with tested solutions. It will be of interest to all scholars, students and policy professionals working in African development, public policy, international political economy, economic policy and politics.

Book excerpt: Many of Africa’s economies are at a crossroads, with an unprecedented opportunity for sustained growth, structural change, and accelerated development. Each will face a unique set of economic and political circumstances, but key to the success of all will be building critically needed infrastructure, deepening regional integration, and building a skilled workforce. Across these three challenges there are new possibilities for corporate and public actors to work in partnership to overcome barriers to investment and structural transformation. This report highlights examples of progress and positive collaboration and identifies areas where African governments can do more to make the most of current opportunities.

Book excerpt: This study proposes a new initiative involving the cancellation of concessional rescheduling of public bilateral debt of reforming African countries through a new international mechanism that would replace existing ones such as the Paris Club and the World Bank Consultative Groups. Each of a series of Adjustment Review Consortia would bring together representatives of donor and creditor governments international aid and development agencies, and an African government to coordinate debt relief, aid, and reform initiatives. Properly implements, ARCs would contribute to building a system in which economic need and performance, not political favoritism, play the principal roles in how debt and external financing in general are managed.
