The authors reconsider the history of state socialism by re-examining the policies and problems of communist regimes and recovering the voices of the workers who built them. They explore the often contentious relationship between politics and labor policy, dealing with diverse topics including workers’ safety and risks; labor rights and protests; working women’s politics and professions; migrant workers and social welfare; attempts to control workers’ behavior and stem unemployment; and cases of incomplete, compromised, or even abandoned processes of proletarianization. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Book excerpt: Knowledge of the origin and spread of farming has been revolutionised in recent years by the application of new scientific techniques, especially the analysis of ancient DNA from human genomes. In this book, Stephen Shennan presents the latest research on the spread of farming by archaeologists, geneticists and other archaeological scientists. He shows that it resulted from a population expansion from present-day Turkey. Using ideas from the disciplines of human behavioural ecology and cultural evolution, he explains how this process took place. The expansion was not the result of 'population pressure' but of the opportunities for increased fertility by colonising new regions that farming offered. The knowledge and resources for the farming 'niche' were passed on from parents to their children. However, Shennan demonstrates that the demographic patterns associated with the spread of farming resulted in population booms and busts, not continuous expansion.
