Available in PDF, EPUB and Kindle. Book excerpt: This research studies the short-term effects of the Russian Excellence Initiative Project 5to100 on participating universities. To trace the effect, we develop a quasi-experimental econometric methodology. A control group of universities comparable to the Project 5to100 universities at the starting point of the program's implementation was singled out using propensity score matching. Data envelopment analysis was conducted, and the Malmquist productivity index was calculated to trace how and why the efficiency of the “participants” and “non-participants” of the Project 5to100 has changed due to the project. We also investigate the direct impact of the policy on the research productivity of universities, using the average treatment effect, and difference-in-difference approaches. The final step consists of an explanatory analysis of the factors apart from the policy potentially affecting efficiency scores. We find statistically significant positive effects of the policy both on the productivity and on the efficiency of the participating universities.

Book excerpt: This paper analyses the link between the efficiency of regional higher education systems and the rates of regional economic development between 2012 and 2015 in Russia. The efficiency scores are calculated at the institutional level using a double-bootstrap data envelopment analysis (DEA) procedure, taking into account the different internal characteristics of universities which may affect their production process, and the scores are then aggregated at the regional level. We formulate a regional economic growth model that considers the efficiency of regional higher education systems as one of the explanatory variables. As an econometric method, we employ a robust GMM estimator. The model also includes spatial interactions between regional economies and between regional higher education systems in neighboring regions. The findings highlight a positive, substantial and statistically significant effect of HEI efficiency on the regional economic growth rate. We also found negative spillover effects indicating that efficient regional higher education systems may extract resources from neighboring regions.

However, the education sector (especially professional training) has been an exception. Although education reform was undertaken with the goal of modernization, the general level of value added in the education sector has not grown in the past four years. This article examines changes in higher education under the new configuration of resources based on the income structure of universities located in the Central Federal District (CFD). The results evidence a change in financial support from different income sources and in cost structures at university level. These are the result of higher education reform and university support programs aimed at enhancing the academic and research capacity of the leading Russian universities and developing a competitive national education system. This paper reveals trends in the financing of higher education institutions using statistical and economic analysis, comparing the income structures of different groups of universities and their cost structures. Analysing the dynamics of the aggregate indicators, we study cost structures considering university priorities to increase teaching staff salaries and income from their research and development projects. The study assesses the implications of increasing regional university differentiation in terms of funding and income sources, which lead, considering the commitment to increase the faculty's salaries, to a shortage of funds for the maintenance of property. These circumstances force the universities to make considerable efforts to find extra-budgetary funding sources in a situation of shrinking effective demand, which jeopardises the development opportunities for a large proportion of regional universities.

Book excerpt: In Russia, resources available for higher education institutions (HEIs) have been reduced while the expectations of their results have grown. This raises questions about the efficiency of Russian HEIs and the factors influencing it. In this paper, estimations of the efficiency of Russian HEIs for the 2012/13-2014/15 academic years and its determinants are presented. Ratios of weighted outputs and weighted inputs constructed with data envelopment analysis (DEA) are used as the HEIs efficiency measure. Total financial resources of HEIs are used as the input and measures of education and research results are used as the outputs. For the analysis of changes in efficiency the Malmquist index is used. The relation between efficiency scores and the characteristics of HEIs are investigated using a Tobit regression. This research is based on data about 120 public HEIs collected from various sources. The results show that the potential for an increase in the efficiency still remains. An outward shift of the efficiency frontier, i.e. a technological improvement, was found. According to estimations, most institutions operate at decreasing returns to scale and reducing their size will increase their efficiency. However, the substantial growth of the number of HEIs with increasing returns to scale implies that the policy of resource consolidation could be a reasonable response to current challenges. A positive relationship between HEIs efficiency and the diversification of fields of study was revealed.

To address this question, we analyze the effects of tacit knowledge spillovers from Nokia in the context of a quasi-natural experiment in Finland, the closure of Nokia’s mobile device division in 2014 and the massive labor movement it implied. We apply a two-stage difference-in-differences approach with heterogeneous treatment to estimate the causal effects of hiring former Nokia employees. Our results provide new evidence supporting the positive causal role of former Nokia workers on firm performance. The evidence of the positive spillovers on firms is particularly strong in terms of employment and value added.
