Despite the growth of women's history and rural social history in the past thirty years, the work performed by women who lived in the nineteenth-century English countryside is still an under-researched issue. Verdon directly addresses this gap in the historiography, placing the rural female labourer centre stage for the first time. The involvement of women in the rural labour market as farm servants, as day labourers in agriculture, and as domestic workers, are all examined using a wide range of printed and unpublished sources from across England. The roles village women performed in the informal rural economy (household labour, gathering resources and exploiting systems of barterand exchange) are also assessed. Changes in women's economic opportunities are explored, alongside the implications of region, age, marital status, number of children in the family and local custom; women's economic contribution to the rural labouring household is established as a critical part of family subsistence, despite criticism of such work and the rise in male wages after 1850. Needs are increasingly seen as the lowest common denominator of humanity. Standard definitions of basic needs, however, set a minimalist version of humanity – both in the sense that they are narrow in what they compare, and that they set a low bar for satisfaction. The book argues that we cannot understand humanitarian governance if we do not understand how humanitarian agencies made human suffering commensurable across borders in the first place. The book identifies four basic elements of needs: As a concept, as a system of classification and triage, as a material apparatus, and as a set of standards. Drawing on a range of archival sources, including the United Nations Refugee Agency (UNHCR), Médecins sans Frontières (MSF), and the Sphere Project, the book traces the concept of needs from its emergence in the 1960s right through to the present day, and United Nations Secretary-General Ban Ki-moon’s call for “evidence-based humanitarianism.” Finally, the book assesses how the international governmentality of needs has played out in a recent humanitarian crisis, drawing on field research on Central African refugees in the Cameroonian borderland in 2014–2016. This important historical inquiry into the universal nature of human suffering will be an important read for humanitarian researchers and practitioners, as well as readers with an interest in international history and development.

Book excerpt: Thomas Paine (1737-1809) was England's greatest revolutionary: no other reformer was as actively involved in events of the scale of the American and French Revolutions, and none wrote such best-selling texts with the impact of Common Sense and Rights of Man. No one else combined the roles of activist and theorist, or did so in the 'age of revolutions', fundamental as it was to the emergence of the 'modern world'. But his fame meant that he was taken up and reinterpreted for current use by successive later commentators and politicians, so that the 'historic Paine' was too often obscured by the 'usable Paine'. J. C. D. Clark explains Paine against a revised background of early- and mid-eighteenth-century England. He argues that Paine knew and learned less about events in America and France than was once thought. He de-attributes a number of publications, and passages, hitherto assumed to have been Paine's own, and detaches him from a number of causes (including anti-slavery, women's emancipation, and class action) with which he was once associated. Paine's formerly obvious association with the early origin and long-term triumph of natural rights, republicanism, and democracy needs to be rethought. As a result, Professor Clark offers a picture of radical and reforming movements as more indebted to the initiatives of large numbers of men and women in fast-evolving situations than to the writings of a few individuals who framed lasting, and eventually triumphant, political discourses.
