Lepore begins her argument with a primer on the origins of nations, explaining how liberalism, the nation-state, and liberal nationalism, developed together. Illiberal nationalism, however, emerged in the United States after the Civil War—resulting in the failure of Reconstruction, the rise of Jim Crow, and the restriction of immigration. Much of American history, Lepore argues, has been a battle between these two forms of nationalism, liberal and illiberal, all the way down to the nation’s latest, bitter struggles over immigration. Defending liberalism, as This America demonstrates, requires making the case for the nation. But American historians largely abandoned that defense in the 1960s when they stopped writing national history. Book excerpt: In the 1930s and 1940s Marxist academics and others interested in liberal political reform often faced virulent accusations of treason from nationalist critics. In Arbiters of Patriotism, John Person explores the lives of two of the most notorious right-wing intellectuals responsible for leading such attacks in prewar and wartime Japan: Minoda Muneki (1894–1946) and Mitsui Kōshi (1883–1953) of the Genri Nippon (Japan Principle) Society. As fervent proponents of Japanism, the ethno-nationalist ideology of Imperial Japan, Minoda and Mitsui appointed themselves judges of correct nationalist expression. They built careers out of publishing polemics condemning Marxist and progressive academics and writers, thereby ruining dozens of livelihoods. Person traces Japanism’s rise to literary and philosophical developments in the late-Meiji (1868–1912) and Taisho (1912–1926) eras, when vitalist theories championed emotion and volition over reason. Founding their ideas of nationalism on the amorphous regions of the human psyche, Japanists labeled liberalism and Marxism as misunderstandings of the national particularities of human experience. For more than a decade, government agents and politicians used Minoda’s and Mitsui’s publications to remove their political enemies and advance their own agendas. But in time they came to regard both men and other nationalist intellectuals as potential thought criminals. Whether collaborating with the government to crush the voices of class struggle or becoming the targets of police surveillance themselves, Minoda and Mitsui came to embody the paradoxically hegemonic yet arbitrary nature of nationalist ideology in Imperial Japan. In this thorough examination of the Genri Nippon Society and its members, Arbiters of Patriotism provides a tightly argued and compelling account of the cosmopolitan roots and unstable networks of Japanese ethno-nationalism, as well as its self-destructive trajectory.

But, Lawrence Rosenthal argues, what is happening globally is not the emergence but the transformation of right-wing populism. Rosenthal, the founder of UC Berkeley's Center for Right-Wing Studies, suggests right-wing populism is a protean force whose prime mover is the resentment felt toward perceived cultural elites, and whose abiding feature is its ideological flexibility, which now takes the form of xenophobic nationalism. In 2016, American right-wing populists migrated from the free marketeering Tea Party to Donald Trump's "hard hat," anti-immigrant, America-First nationalism. This was the most important single factor in Trump's electoral victory and it has been at work across the globe. In Italy, for example, the Northern League reinvented itself in 2018 as an all-Italy party, switching its fury from southerners to immigrants, and came to power. Rosenthal paints a vivid sociological, political, and psychological picture of the transnational quality of this movement, which is now in power in at least a dozen countries, creating a de facto Nationalist International. In America and abroad, the current mobilization of right-wing populism has given life to long marginalized threats like white supremacy. The future of democratic politics in the United States and abroad depends on whether the liberal and left parties have the political capacity to mobilize with a progressive agenda of their own.

Behind the social liberal façade of the economically successful, welfare-orientated Nordic states, right-wing populism has found support in the region. Such parties emerged first in Denmark and Norway in the 1970s, before becoming prominent in Sweden and Finland after the turn of the millennium and in Iceland in the wake of the financial crisis of 2008, when populist parties surged throughout the Nordics. The author traces these Nationalist trails of thoughts back to the National Socialistic movements of the 1920s and 1930s (the respective Nordic version Nazi parties) and before, to the birth of the Nordic nation states in the nineteenth century following the failure of integration. Since then, as the book argues, separate nationalisms have grown strong in each of the countries.
