Book excerpt: Excerpt from The Case Against Protection The aim of the following pages is to classify and summarise the evidence submitted at the recent Inter national Free Trade Congress - with a view (i) to emphasising the completeness and extraordinary force of this many-sided indictment of Protectionist systems, and (2) to conveying a general impression, unburdened with details, of the results of the respective policies of Free Trade and Protection as actually practised in leading countries. As its title claims, it is an attempt, according to the best of the writer's poor judgment and ability, to set forth the case for that system of national finance, for over half a century maligned in this country, known as Protectionism. But, in admitting this much, the writer does not admit that his brief for Protection contains any special pleading or strained argument. Here and there, in the course of the work, points might have been made against the Free-traders which have not been made, because the writer has been anxious not to score more dialectical triumphs, and still more anxious to avoid making a point which was open to a counterpoint. His earnest desire has been to present. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Letters on Free Trade and Protection In the following letters I have aimed to cover the main ground in the entire question of Protection versus Free Trade. In the place of treating one phase thereof, I have tried to touch on all the main points at issue between Reve nue Reformers and Protectionists. I have availed myself of others' work and others' facts in these pages, giving credit for same. It has been my design to be instructive rather than original; and my aim, to crowd all the evidence I could into a small space, and at the same time keep up the interest. With this much, by way of preface, we will plunge into the subject at once, and ask. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Return to Protection A second edition being called for at a time when I have little right to be thinking of anything but my work as one of the Royal Commissioners on the Poor Laws, I have contented myself with adding a few notes, for the most part bringing the more important statistics up to date. I have not made any material alteration on the former edition. Nor do I think it necessary. The case for Free Trade has only been strengthened by the events of the past two years, and, although I might change the form, I do not think I should make any change in the substance. A great variety of arguments has been presented to the public and many of them are already fully discussed. Yet there seems to be a place and an Opportunity at the present time for a new discussion of this important problem upon a more fundamental basis than is usually found in former treatises. Book excerpt: Excerpt from Industrial Colonies and Village Settlements for the Consumptive Symonds, and we together examined the patients, sampled the climate and other conditions, and argued with Unger and Ruedi. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Book excerpt: Excerpt from Protection and Free Trade The present circumstances of the new nationality, or Dominion of Canada, call for an early practical solution, in our own case, of the great question which, for want of any more accurate and generally accepted designation, is commonly alluded to as that between Protection and Free Trade. To place before the public some portions of the general argument in favour of encouraging Home Industry, also arguments having a special bearing with reference to these Provinces; and to expose a few prominent Free Trade fallacies, is the object of the present pamphlet. Book excerpt: Excerpt from Protection in France In writing this short study of Protection in France, I have tried to confine myself to essentials, and to exclude all that did not bear directly upon the main problem, which may, perhaps, be stated thus: "Is the existing tariff fundamentally bad, or are its imperfections (whose existence most people would admit) a mere matter of detail?" This course has compelled the omission of much that is interesting, and, in its own sphere, important. Thus I have not discussed the ramifications of French bounties, because they are simply an outcrop from the general body of French Protection. Similarly I have left the policy of France towards her Colonies untouched. It was, perhaps, wise to establish an approximation towards Imperial Free Trade in 1892. Book excerpt: Excerpt from The Case Against Tariff Reform: A Reply to the Case Against Free Trade, by Archdeacon Cunningham This book is intended to be, though not exhaustive, E' a general statement of the practical value of Free 2 Trade and oi the inability of Protection or Tariff 35 Reform to deal successfully with the multitude of social problems which increasing industrialisation has brought to the world of to-day. The endea vour has been made throughout, without denying the importance or economic theory, to make it subservient to the facts of industry and trade. It is remarkable that at a time when Protectionist doctrines claim so many adherents the nostrums of the Protectionists are ignored by the army of scientific social investigators whose work is being carried on and is being applied with increasing success in every country. 59 I should like to place on record my indebtedness ES to Mr. Barnard Ellinger, whose trenchant criti About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Revolt of Protectionists in Germany Against Their Own Tariff What strange aberration had seized the minds of that particular group of convinced Protectionists that they should suddenly revolt against Protection? How did it come about that a powerful section of an industry whose prosperity has been depicted in such glowing colours by our own Tariff Reformers should, after thirty years, find the benefits of the Protective policy so irksome as to lead them to express the desire that they should be left to be enjoyed rather by others than themselves? Here is a story which deserves to be told for the benefit of our public in general and those engaged in the iron and steel trade in particular. Let us, first, brie y describe the general conditions of the industry which is the subject of our tale, and for this purpose we can do no better than use the evidence supplied by Germans themselves - more particularly by the authors of the above-mentioned petition, who, in their anxiety to prove their case for the abolition of import duties on iron and steel, did not hesitate to speak with commendable frankness and to lift the veil from the mysteries of their trade.
