Book excerpt: The Home Rule Bill, passed by the British parliament in 1912, aimed at giving Ireland some control over her own affairs. However, this was postponed when the First World War broke out, and by the time the war had ended the political landscape in Ireland had changed irrevocably. The respected historians who have contributed to this book examine the reaction to the Home Rule Bill across many shades of political opinion, and give a fascinating analysis of what might have been if external events had not overtaken local ones.

Dicey argues that the movement towards Irish parliamentary independence poses a fundamental threat to the Constitution of the United Kingdom. Written in the 19th century, Dicey contends that the home rule movement involves dangerous, if not fatal, innovations on the Constitution of Great Britain. A must-read for anyone interested in the history and future of self-government and decentralization in the British Isles and beyond, and its impact on policies with Scotland, Northern Ireland, and Wales.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Case Against Home Rule For the third time in less than a generation a Liberal Government is about to introduce a Home Rule Bill. The actual provisions of the measure will not be known for some weeks. But there is no reasonable doubt that it will be substantially the same measure as that introduced in 1886 or in 1893. That is to say, it will be a Bill to hand over the "peace, order, and good government" of Ireland to the Nationalist Party, subject to certain restrictions and safeguards. Those restrictions will, apparently, include the control of the Irish Customs and Excise by the Imperial Parliament, and, no doubt, most of the other matters reserved from the purview of the Irish Parliament by the two previous Bills, e.g., foreign affairs, defence, external trade, coinage, copyright, patents, and possibly posts. The safeguards, whatever precise form they may take on paper, will resolve themselves in practice into the power of the Imperial Parliament to enforce its own wishes or the decisions of the Privy Council by armed force. This much has already been made clear by Mr. Churchill's Belfast speech, from which we can further conclude that some Irish members will be kept at Westminster; that there will be no Irish contribution to Imperial expenditure; but that, on the contrary, Irish land purchase and Irish old-age pensions are to be paid for by the taxpayers of Great Britain. There may be other minor variations. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: In Home Rule Nandita Sharma traces the historical formation and political separation of Natives and Migrants from the nineteenth century to the present to theorize the portrayal of Migrants as “colonial invaders.” The imperial-state category of Native, initially a mark of colonized status, has been revitalized in what Sharma terms the Postcolonial New World Order of nation-states. Under postcolonial rule, claims to autochthony—being the Native “people of a place”—are mobilized to define true national belonging. Consequently, Migrants—the quintessential “people out of place”—increasingly face exclusion, expulsion, or even extermination. This turn to autochthony has led to a hardening of nationalism(s). Criteria for political membership have shrunk, immigration controls have intensified, all while practices of expropriation and exploitation have expanded. Such politics exemplify the postcolonial politics of national sovereignty, a politics that Sharma sees as containing our dreams of decolonization. Home Rule rejects nationalisms and calls for the dissolution of the ruling categories of Native and Migrant so we can build a common, worldly place where our fundamental liberty to stay and move is realized.

The period is short, but meanwhile events have occurred which strengthen two at least of the posi tions maintained in England's Case against Home Rule.' The Gladstonian constitution, I contended, failed to fulfil the conditions which it was meant to satisfy. That this is so is all but admitted even by Home Rulers. The defence of the Gladstonian constitution has been' abandoned, if not by its author, at least by his followers. Few indeed are the eulogies which since the dissolution of Parliament have been pronounced by the advocates of Home Rule on the Government of Ireland Bill. Criticism' has not missed its mark; the vital defects of the measure pressed last summer on the acceptance of Parliament have' been made patent to all the world. Throughout my statement of the case against Home Rule the opinion is maintained that the discontent of the: Irish people is due far more to agrarian than to political causes. Book excerpt: My justification for publishing my thoughts on Home Rule is that the movement in favour of the Parliamentary independence of Ireland constitutes, whether its advocates recognise the fact or not, a demand for fundamental alterations in the whole Constitution of the United Kingdom; and while I may without presumption consider myself moderately acquainted with the principles of Constitutional law, I entertain the firmest conviction that any scheme for Home Rule in Ireland involves dangerous if not fatal innovations on the Constitution of Great Britain.
