Book Synopsis California Politics by : Edgar Kaskla

Book excerpt: California is full of myths and legends, but its political system shouldn’t be. In this refreshingly critical take, Edgar Kaskla brings an analysis of power—how it is distributed, how it is used, and to what end—to bear on California’s political system and the many troubling issues it currently faces. Starting from the premise that California is in deep crisis politically, economically, culturally, and environmentally, Kaskla traces the state’s economic and political development as a process controlled by and for the elite, be they land barons, the Hollywood glitterati, or Silicon Valley execs. Kaskla focuses on what he calls growth machine politics—elites and their land use as promoters of development and redevelopment—to show students how the gap between the rich and poor in California continues to widen. As minority communities increase in size, as the cost of campaigning in the state balloons, and as the state’s debt crisis mounts, the socio-economic and cultural issues at play in California add up to a real threat to democratic governance. Kaskla clearly outlines how each of the state’s institutions are organized, but also shows how they are affected—indeed distorted—by a host of serious economic and social inequalities. Not one to mince words, Kaskla is in places irreverent, but his text is thoroughly researched and well argued, never crossing the line into the polemical. Tables, figures, maps, and lists for further reading help reinforce the book’s substantive points and critical approach, and a host of student and instructor ancillaries help with study, review, and preparation.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of the metropolitan area, as best exemplified by Los Angeles, has highlighted two contradictory characteristics of the current urban scene: the dispersion of political power among a number of centers, and the presence of issues and problems whose impact transcends the jurisdiction of any one local government. In this book the author have focused their attention of the process by which organized groups have sought to identify public issues and to reach decision on them within one of the most rapidly developing and most complex metropolitan areas of the United States: Los Angeles. Beginning with a discussion of the setting and framework of the Los Angeles metropolitan area, the authors attempt to clarify the nature of the legal, political, social, and economic forces tha have shaped the present system. The second part of this work is concerned with the contenders for leadership within the area: the central city, the urban county, and the suburbs. On the basis of the collected information, the authors next pose the hypothesis that democratic ideology and group interests have combined to produce competing power centers from which groups operate while at the same time lacking sufficient resources to dominate decision making. In the final section of a number of possible alternatives that might produce decision on area-wide issues are examined, and suggestions for bringing together the various political groupings are given. Research for this work was carried out under a grant from the John Randolph Haynes and Dora Haynes Foundation. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. It cuts through the familiar tangle of diagnoses and quick-fix solutions to provide a comprehensive and persuasive analysis of California's dysfunctional governmental system. Paul and Mathews have coolly laid out a complicated story, made it readable, sometimes even comedic. It is the best discussion of the issue I've seen in over three decades."--Peter Schrag, author of California: America's High-Stakes Experiment "I know of no other work that combines so succinctly and enjoyably a historical summary of California's existing problems with such a sweeping and provocative program of reform."--Ethan Rarick, University of California, Berkeley "Mark Paul and Joe Mathews have produced an indispensable guide to California's crisis of governance--and they have done so with humor, scholarship, fairness and storytelling verve. Every Californian should read this book."--Steve Coll, Pulitzer Prize-winning author of Ghost Wars "Mark Paul... has a talent for presenting California Big Think stuff in an easily accessible and always readable way...[offering] clear and creative insights on the subject of California's collapse."--CalBuzz "Joe Mathews has done an artful, fascinating, and convincing job of connecting the California of today's Schwarzenegger era to the long history that made his rise possible.--James Fallows,The Atlantic Monthly on Mathews' book, The People's Machine
